” Concern mounts over events to be held in Fukushima

IPPNW has launched a “Nuclear-Free Olympic Games 2020” campaign to call for a worldwide phase-out of nuclear power and to sound the alarm about the Japanese government’s efforts to use the 2020 Tokyo Olympics to “normalize” the aftermath of the still on-going Fukushima nuclear accident. Here, four members of IPPNW Europe outline the campaign and the reasoning behind it.

In 2020, Japan is inviting athletes from around the world to take part in the Tokyo Olympic Games. We are hoping for the games to be fair and peaceful. At the same time, we are worried about plans to host baseball and softball competitions in Fukushima City, just 50 km away from the ruins of the Fukushima Dai-ichi nuclear power plant. It was here, in 2011, that multiple nuclear meltdowns took place, spreading radioactivity across Japan and the Pacific Ocean – a catastrophe comparable only to the nuclear meltdown of Chernobyl.

The ecological and social consequences of that catastrophe can be seen everywhere in the country: whole families uprooted from their ancestral homes, deserted evacuation zones, hundreds of thousands of bags of irradiated soil dumped all over the country, contaminated forests, rivers and lakes.

Normality has not returned to Japan. The reactors continue to be a radiation hazard as further catastrophes could occur at any time. Every day adds more radioactive contamination to the ocean, air and soil. Enormous amounts of radioactive waste are stored on the premises of the power plant in the open air. Should there be another earthquake, these would pose a grave danger to the population and the environment.

The nuclear catastrophe continues today. On the occasion of the Olympic Games 2020, we are planning an international campaign. Our concern is that athletes and visitors to the games could be harmed by the radioactive contamination in the region, especially those people more vulnerable to radiation, children and pregnant women.

According to official Japanese government estimates, the Olympic Games will cost more than the equivalent of 12 billion Euros. At the same time, the Japanese government is threatening to cut support to all evacuees who are unwilling to return to the region. International regulations limit the permitted dose for the general public of additional radiation following a nuclear accident to 1 mSv per year.

In areas where evacuation orders were recently lifted, the returning population will be exposed to levels up to 20 mSv per year. Even places that have undergone extensive decontamination efforts could be recontaminated at any time by unfavourable weather conditions, as mountains and forests serve as a continuous depot for radioactive particles.

Our campaign will focus on educating the public about the dangers of the nuclear industry. We will explain what health threats the Japanese population was and is exposed to today. Even during normal operations, nuclear power plants pose a threat to public health – especially to infants and unborn children. There is still no safe permanent depository site for the toxic inheritance of the nuclear industry anywhere on earth, that is a fact.

We plan to use the media attention generated by the Olympic Games to support Japanese initiatives calling for a nuclear phase-out and to promote a worldwide energy revolution: away from fossil and nuclear fuels and towards renewable energy generation.

We need to raise awareness of the involvement of political representatives around the world in the military-industrial complex. We denounce the attempt of the Japanese government to pretend that normality has returned to the contaminated regions of Japan. We call on all organizations to join our network and help us put together a steering group to coordinate this campaign. The Olympic Games are less than a year away– now is still time to get organized.

**Fukushima: Deep trouble — Robert Hunziker via CounterPunch

” The Fukushima Daiichi Nuclear Power Plant disaster may go down as one of history’s boundless tragedies and not just because of a nuclear meltdown, but rather the tragic loss of a nation’s soul.

Imagine the following scenario: 207 million cardboard book boxes, end-to-end, circumnavigating Earth, like railroad tracks, going all the way around the planet. That’s a lot of book boxes. Now, fill the boxes with radioactive waste. Forthwith, that’s the amount of radioactive waste stored unsheltered in one-tonne black bags throughout Fukushima Prefecture, amounting to 9,000,000 cubic metres

But wait, there’s more to come, another 13,000,000 cubic metres of radioactive soil is yet to be collected. (Source: Voice of America News, Problems Keep Piling Up in Fukushima, Feb. 17, 2016).

And, there’s still more, the cleanup operations only go 50-100 feet beyond roadways. Plus, a 100-mile mountain range along the coast and hillsides around Fukushima are contaminated but not cleansed at all. As a consequence, the decontaminated land will likely be re-contaminated by radioactive runoff from the hills and mountains.

Indubitably, how and where to store millions of cubic metres of one-tonne black bags filled with radioactive waste is no small problem. It is a super-colossal problem. What if bags deteriorate? What if a tsunami hits? The “what-ifs” are endless, endless, and beyond.

“The black bags of radioactive soil, now scattered at 115,000 locations in Fukushima, are eventually to be moved to yet-to-be built interim facilities, encompassing 16 square kilometers, in two towns close to the crippled nuclear power plant,” Ibid.

By itself, 115,000 locations each containing many, many, mucho one-tonne bags of radioactive waste is a logistical nightmare, just the trucking alone is forever a humongous task, decades to come.

According to Japanese government and industry sources, cleaning up everything and decommissioning the broken down reactors will take at least 40 years at a cost of $250 billion, assuming nothing goes wrong. But dismally, everything that can possibly go wrong for Tokyo Electric Power Company (“TEPCO”) over the past 5 years has gone wrong, not a good record.

And, Japan is hosting the 2020 Olympics?

Yet, Fukushima Daiichi Nuclear Power Plant remains totally out of control with no end in sight. As far as that goes, Olympic events alongside an out of control nuclear meltdown seem unfathomable.

As recently as October 30, 2015, The Japan Times reported: “Extremely high radiation levels and the inability to grasp the details about melted nuclear fuel make it impossible for the utility to chart the course of its planned decommissioning of the reactors at the plant.”

On the other hand, according to TEPCO, preparation is underway for removal of the melted nuclear fuel, scheduled to begin in 2021. “But it is difficult to know what is happening inside the reactors, and there are no established methods for doing so… It is not difficult to get a camera inside the reactor. The problem is the camera breaks down due to high levels of radiation,” according to Toru Ogawa, director of the Japan Atomic Energy Agency’s Collaborative Laboratories for Advanced Decommissioning Science (Kiyoshi Ando, senior staff writer, Long Road Ahead for Fukushima Cleanup, Nikkei Asian Review, Feb. 19, 2016).

Beyond the remote possibility they find the melted nuclear core aka: corium, engineers have not yet figured out how to cart the molten core away, assuming it can ever be located, and somehow handled. Meantime, if molten core burrows through the steel-reinforced concrete containment vessels into Earth, then what? It is likely a disaster for the ages! But, what about the Olympics?

If perchance melted nuclear core penetrates its steel-reinforced concrete containment vessel and burrows into the ground, it likely results in deadly isotopes uncontrollably spreading erratically, ubiquitously into surrounding underground soil and water. It is difficult to imagine Olympic events where melted nuclear core is still at large.

“Sporting events at the 2020 Tokyo Olympics are to be held in the Japanese region of Fukushima… Spectators and athletes in the Olympic village will be served with food from the region as part of an effort to restore the reputation of Fukushima, formerly one of Japan’s richest agricultural regions,” Fukushima to Host Olympic 2020 Events, The Times, Feb. 25, 2015.

The Tragedy of Countless Unreported Worker Deaths

Indeed, the question of whether Fukushima can ever be adequately, safely decontaminated is wide-open, which logically segues to question who does the dirty work, how workers are hired, and what’s their health status? According to mainstream news sources in Japan, workers are doing just fine, estimates range up to 45,000 workers all-in, no major problems.

As far as the world is concerned, the following headline sums up radiation-related issues for workers, First Fukushima Worker Diagnosed With Radiation-linked Cancer, The Telegraph, Oct. 20, 2015. All things considered, that’s not so bad. But, who’s counting?

Trustworthy sources outside of mainstream news claim otherwise, none more so than Mako Oshidori, a Japanese freelance journalist and a director of Free Press Corporation/Japan, and a former student of School of Life Sciences at Tottori University Faculty of Medicine, in a lecture entitled “The Hidden Truth about Fukushima” delivered at the international conference “Effects of Nuclear Disasters on Natural Environment and Human Health” held in Germany in 2014 co-organized by International Physicians for Prevention of Nuclear War.

Free Press Corporation/Japan was formed after the 2011 Great Sendai Earthquake as a counterbalance to Japan’s mainstream government influenced media, described by Mako as journalists who do not report truth, journalists afraid of the truth!

“There is one thing that really surprised me here in Europe. It’s the fact that people here think Japan is a very democratic and free country.” (Mako Oshidori)

According to Mako, TEPCO and the government deliberately cover-up deaths of Fukushima workers, and not only do they cover-up deaths, but once she investigated stories of unreported deaths, government agents started following her: “When I would talk to someone, a surveillance agent from the central government’s public police force would come very close, trying to eavesdrop on the conversation,” Exposed: Death of Fukushima Workers Covered-Up by TEPCO and Government, NSNBC International, March 21, 2014.

Mako Oshidori: “I would like to talk about my interview of a nurse who used to work at the Fukushima Daiichi Nuclear Power Plant (NPP) after the accident… He quit his job with TEPCO in 2013, and that’s when I interviewed him… As of now, there are multiple NPP workers that have died, but only the ones who died on the job are reported publicly. Some of them have died suddenly while off work, for instance, during the weekend or in their sleep, but none of their deaths are reported.”

“Not only that, they are not included in the worker death count. For example, there are some workers who quit the job after a lot of radiation exposure, such as 50, 60 to 70 mili Sieverts, and end up dying a month later, but none of these deaths are either reported, or included in the death toll. This is the reality of the NPP workers.”

The “reality of the NPP workers… dying a month later” does not correspond very well with Abe administration insistence that nuke plants reopen, even though the country has continued to function for five years without nuclear power, hmm.

In her speech, Mako talks about problems for journalists because of government interference: “An ex-agent who is knowledgeable about the work of the Public Security Intelligence Agency (“PSIA”) said that when you are visibly followed, that was meant to intimidate you. If there was one person visible, then there would be ten more. I think that is analogous to cockroaches. So, when you do a little serious investigation about the nuclear accident, you are under various pressure and it makes it more difficult to interview people.”

Still, she interviewed Fukushima mothers, e.g., “Next, I would like to talk about mothers in Fukushima. These mothers (and fathers) live in Iwaki City, Fukushima. They are active on school lunch issues. Currently, Fukushima produce isn’t selling well due to suspected contamination. So the prefectural policy is to encourage the use of Fukushima produce in school lunches, in an attempt to appeal to its safety… the mothers claim that currently in Japan only cesium is measured and they have no idea if there is any strontium-90. They oppose the use of Fukushima produce in school lunches for fear of finding out, ten-plus years down the road, that there was actually plutonium in the food that children ate.”

Mothers who oppose the prefecture’s luncheon policy are told to leave Fukushima Prefecture, move out if they worry about contamination, pull up stakes and move on.

All of which begs the question of who does the dirty work? According to Michel Chossudovsky, director of Centre for Research on Globalization (Canada), Japan’s organized crime syndicate Yakusa is actively involved in recruitment. Personnel who qualify for radioactive cleanup work include underemployed, impoverished, indigent, unemployed, homeless, hard up, down-and-out, and poverty-stricken individuals, as well as non-destitute people willing to undertake under-paid, high-risk work. The nameless are shoe-ins.

As intimated by Mako Oshidori, governmental secrecy laws and intimidation techniques vastly overshadow the tragedy of the disaster, an oppressive black cloud that won’t go away. People are scared to say anything for fear of reprisal, jail, and blacklisting. Mako Oshidori’s name is prominently secretly blacklisted. A government mole told her.

Accordingly, it is instructive to look at Japan’s new state secrecy law Act on the Protection of Specially Designated Secrets (SDS) Act No. 108 of 2013 passed on the heels of the Fukushima meltdown, very similar to Japan’s harsh Public Peace and Order Controls of WWII. According to Act No. 108, the “act of leaking itself” is bad enough for prosecution, regardless of what, how, or why.

Thereupon, Susumu Murakoshi, president of the Japan Federation of Bar Associations says: “The law should be abolished because it jeopardizes democracy and the people’s right to know,” Abe’s Secrets Law Undermines Japan’s Democracy, The Japan Times, Dec. 13, 2014.

Public opinion is shaped by public knowledge of events, but the Abe government’s enactment of an extraordinarily broad dastardly secrecy law (almost anyone can be arrested) that threatens prison sentences up to 10 years undermines confidence in believability of the Japanese government.

But categorically, Japan needs to nurture confidence. ”

What’s really going on at Fukushima? — Counterpunch

By Robert Hunziker: ” Fukushima’s still radiating, self-perpetuating, immeasurable, and limitless, like a horrible incorrigible Doctor Who monster encounter in deep space.

Fukushima will likely go down in history as the biggest cover-up of the 21st Century. Governments and corporations are not leveling with citizens about the risks and dangers; similarly, truth itself, as an ethical standard, is at risk of going to shambles as the glue that holds together the trust and belief in society’s institutions. Ultimately, this is an example of how societies fail.

Tens of thousands of Fukushima residents remain in temporary housing more than four years after the horrific disaster of March 2011. Some areas on the outskirts of Fukushima have officially reopened to former residents, but many of those former residents are reluctant to return home because of widespread distrust of government claims that it is okay and safe.

Part of this reluctance has to do with radiation’s symptoms. It is insidious because it cannot be detected by human senses. People are not biologically equipped to feel its power, or see, or hear, touch or smell it (Caldicott). Not only that, it slowly accumulates over time in a dastardly fashion that serves to hide its effects until it is too late.

Chernobyl’s Destruction Mirrors Fukushima’s Future

As an example of how media fails to deal with disaster blowback, here are some Chernobyl facts that have not received enough widespread news coverage: Over one million (1,000,000) people have already died from Chernobyl’s fallout.

Additionally, the Rechitsa Orphanage in Belarus has been caring for a very large population of deathly sick and deformed children. Children are 10 to 20 times more sensitive to radiation than adults.

Zhuravichi Children’s Home is another institution, among many, for the Chernobyl-stricken: “The home is hidden deep in the countryside and, even today, the majority of people in Belarus are not aware of the existence of such institutions” (Source: Chernobyl Children’s Project-UK).

One million (1,000,000) is a lot of dead people. But, how many more will die? Approximately seven million (7,000,000) people in the Chernobyl vicinity were hit with one of the most potent exposures to radiation in the history of the Atomic Age.

The exclusion zone around Chernobyl is known as “Death Valley.” It has been increased from 30 to 70 square kilometres. No humans will ever be able to live in the zone again. It is a permanent “dead zone.”

Additionally, over 25,000 died and 70,000 disabled because of exposure to extremely dangerous levels of radiation in order to help contain Chernobyl. Twenty percent of those deaths were suicides, as the slow agonizing “death march of radiation exposure” was too much to endure.

Fukushima- The Real Story

In late 2014, Helen Caldicott, M.D. gave a speech about Fukushima at Seattle Town Hall (9/28/14). Pirate Television recorded her speech; here’s the link:

Dr. Helen Caldicott is co-founder of Physicians for Social Responsibility, and she is author/editor of Crisis Without End: The Medical and Ecological Consequences of the Fukushima Nuclear Catastrophe, The New Press, September 2014. For over four decades Dr. Caldicott has been the embodiment of the anti-nuclear banner, and as such, many people around the world classify her as a “national treasure”. She’s truthful and honest and knowledgeable.

Fukushima is literally a time bomb in quiescence. Another powerful quake and all hell could break loose. Also, it is not even close to being under control. Rather, it is totally out of control. According to Dr. Caldicott, “It’s still possible that Tokyo may have to be evacuated, depending upon how things go.” Imagine that!

According to Japan Times as of March 11, 2015: “There have been quite a few accidents and problems at the Fukushima plant in the past year, and we need to face the reality that they are causing anxiety and anger among people in Fukushima, as explained by Shunichi Tanaka at the Nuclear Regulation Authority. Furthermore, Mr. Tanaka said, there are numerous risks that could cause various accidents and problems.”

Even more ominously, Seiichi Mizuno, a former member of Japan’s House of Councillors (Upper House of Parliament, 1995-2001) in March 2015 said: “The biggest problem is the melt-through of reactor cores… We have groundwater contamination… The idea that the contaminated water is somehow blocked in the harbor is especially absurd. It is leaking directly into the ocean. There’s evidence of more than 40 known hotspot areas where extremely contaminated water is flowing directly into the ocean… We face huge problems with no prospect of solution.” (Source: Nuclear Hotseat #194: Fukushima 4th Anniversary – Voices from Japan, March 10, 2015, http://www.nuclearhotseat.com/2468/)

At Fukushima, each reactor required one million gallons of water per minute for cooling, but when the tsunami hit, the backup diesel generators were drowned. Units 1, 2, and 3 had meltdowns within days. There were four hydrogen explosions. Thereafter, the melting cores burrowed into the container vessels, maybe into the earth.

According to Dr. Caldicott, “One hundred tons of terribly hot radioactive lava has already gone into the earth or somewhere within the container vessels, which are all cracked and broken.” Nobody really knows for sure where the hot radioactive lava resides. The scary unanswered question: Is it the China Syndrome?

Following the meltdown, the Japanese government did not inform people of the ambient levels of radiation that blew back onto the island. Unfortunately and mistakenly, people fled away from the reactors to the highest radiation levels on the island at the time.

As the disaster happened, enormous levels of radiation hit Tokyo. The highest radiation detected in the Tokyo Metro area was in Saitama with cesium radiation levels detected at 919,000 becquerel (Bq) per square meter, a level almost twice as high as Chernobyl’s “permanent dead zone evacuation limit of 500,000 Bq” (source: Radiation Defense Project). For that reason, Dr. Caldicott strongly advises against travel to Japan and recommends avoiding Japanese food.

Even so, post the Fukushima disaster, Secretary of State Hillary Clinton signed an agreement with Japan that the U.S. would continue importing Japanese foodstuff. Therefore, Dr. Caldicott suggests people not vote for Hillary Clinton. One reckless dangerous precedent is enough for her.

According to Arnie Gundersen, an energy advisor with 39 years of nuclear power engineering experience, as reported in The Canadian on August 15, 2011: “The US government has come up with a decision at the highest levels of the State Department, as well as other departments who made a decision to downplay Fukushima. In April, the month after the powerful tsunami and earthquake crippled Japan including its nuclear power plant, Hillary Clinton signed a pact with Japan that she agreed there is no problem with Japanese food supply and we will continue to buy them. So, we are not sampling food coming in from Japan.”

However, in stark contrast to the United States, in Europe Angela Merkel, PhD physics, University of Leipzig and current chancellor of Germany is shutting down all nuclear reactors because of Fukushima.

Maybe an advanced degree in physics makes the difference in how a leader approaches the nuclear power issue. It certainly looks that way when comparing/contrasting the two pantsuit-wearing leaders, Chancellor Merkel and former secretary of state Clinton.

After the Fukushima blow up, ambient levels of radiation in Washington State went up 40,000 times above normal, but according to Dr. Caldicott, the U.S. media does not cover the “ongoing Fukushima mess.” So, who would really know?

Dr. Caldicott ended her speech on Sept. 2014 by saying: “In Fukushima, it is not over. Everyday, four hundred tons of highly radioactive water pours into the Pacific and heads towards the U.S. Because the radiation accumulates in fish, we get that too. The U.S. government is not testing the water, not testing the fish, and not testing the ambient air. Also, people in Japan are eating radiation every day.”

Furthermore, according to Dr. Caldicott: “Rainwater washes over the nuclear cores into the Pacific. There is no way they can get to those cores, men die, robots get fried. Fukushima will never be solved. Meanwhile, people are still living in highly radioactive areas.”

Fukushima will never be solved because “men die” and “robots get fried.” By the sounds of it, Fukushima is a perpetual radiation meltdown scenario that literally sets on the edge of a bottomless doomsday pit, in waiting to be nudged over.

UN All-Clear Report

A UN (UNSCEAR) report on April 2, 2014 on health impacts of the Fukushima accident concluded that any radiation-induced effects would be too small to identify. People were well protected and received “low or very low” radiation doses. UNSCEAR gave an all-clear report.

Rebuttal of the UNSCEAR report by the German affiliate of the International Physicians for the Prevention of Nuclear War d/d July 18, 2014 takes a defiant stance in opposition to the UN report, to wit: “The Fukushima nuclear disaster is far from over. Despite the declaration of ‘cold shutdown’ by the Japanese government in December 2011, the crippled reactors have not yet achieved a stable status and even UNSCEAR admits that emissions of radioisotopes are continuing unabated. 188 TEPCO is struggling with an enormous amount of contaminated water, which continues to leak into the surrounding soil and sea. Large quantities of contaminated cooling water are accumulating at the site. Failures in the makeshift cooling systems are occurring repeatedly. The discharge of radioactive waste will most likely continue for a long time.”

“Both the damaged nuclear reactors and the spent fuel ponds contain vast amounts of radioactivity and are highly vulnerable to further earthquakes, tsunamis, typhoons and human error. Catastrophic releases of radioactivity could occur at any time and eliminating this risk will take many decades… It is impossible at this point in time to come up with an exact prognosis of the effects that the Fukushima nuclear disaster will have on the population in Japan… the UNSCEAR report represents a systematic underestimation and conjures up an illusion of scientific certainty that obscures the true impact of the nuclear catastrophe on health and the environment.”

Fukushima’s Radiation and the Future

Mari Yamaguchi, Associated Press (AP), June 12, 2015: “Four years after an earthquake and tsunami destroyed Japan’s Fukushima nuclear power plant, the road ahead remains riddled with unknowns… Experts have yet to pinpoint the exact location of the melted fuel inside the three reactors and study it, and still need to develop robots capable of working safely in such highly radioactive conditions. And then there’s the question of what to do with the waste… serious doubts about whether the cleanup can be completed within 40 years.”

“Although the Chernobyl accident was a terrible accident, it only involved one reactor. With Fukushima, we have the minimum [of] 3 reactors that are emitting dangerous radiation. The work involved to deal with this accident will take tens of years, hundreds of years,” Prof. Hiroaki Koide (retired), Kyoto University Research Reactor Institute, April 25, 2015. “It could be that some of the fuel could actually have gone through the floor of the containment vessel as well… What I’ve just described is very, very logical for anyone who understands nuclear engineering or nuclear energy,” which dreadfully spells-out: THE CHINA SYNDROME.

According to the Smithsonian, April 30, 2015: “Birds Are in a Tailspin Four Years After Fukushima: Bird species are in sharp decline, and it is getting worse over time… Where it’s much, much hotter, it’s dead silent. You’ll see one or two birds if you’re lucky.” Developmental abnormalities of birds include cataracts, tumors, and asymmetries. Birds are spotted with strange white patches on their feathers.

Maya Moore, a former NHK news anchor, authored a book about the disaster: The Rose Garden of Fukushima (Tankobon, 2014), about the roses of Mr. Katsuhide Okada. Today, the garden has perished: “It’s just poisoned wasteland. The last time Mr. Okada actually went back there, he found baby crows that could not fly, that were blind. Mutations have begun with animals, with birds.”

The Rose Garden of Fukushima features a collection of photos of an actual garden that existed in Fukushima, Japan. Boasting over 7500 bushes of roses and 50-thousand visitors a year, the Garden was rendered null and void in an instant due to the triple disaster — earthquake, tsunami, and meltdown.

The forward to Maya’s book was written by John Roos, former US Ambassador to Japan 2009-13: “The incredible tale of Katz Okada and his Fukushima rose garden was told here by Maya Moore… gives you a small window into what the people of Tohoku faced.”

Roos’ “small window” could very well serve as a metaphor for a huge black hole smack dab in the heart of civilization. Similarly, Fukushima is a veritable destruction machine that consumes everything in its path, and beyond, and its path is likely to grow. For certain, it is not going away.

Thus, TEPCO (Tokyo Electric Power Company) is deeply involved in an asymmetric battle against enormously powerful unleashed out-of-control forces of E=mc2.

Clearly, TEPCO has its back to the wall. Furthermore, it’s doubtful TEPCO will “break the back of the beast.” In fact, it may be an impossible task.

Maybe, just maybe, Greater Tokyo’s 38 million residents will eventually be evacuated. Who knows for sure?

Tokyo contaminated and not fit for habitation, doctor says — Institute of Science in Society

” All 23 districts of Tokyo contaminated with radiation, worse than at Chernobyl after the accident, and blood cells of children under ten are showing worrying changes; the WHO, the IAEA & the Japanese government cannot be trusted. – Susie Greaves 

” In July 2014 Dr Shigeru Mita wrote a letter to his fellow doctors (read letter) to explain his decision to move his practice from Tokyo to Okayama city in the West of Japan [1]. In it, he appeals to their sense of duty to answer the anxieties of parents in Japan who do not believe the information coming from the authorities. He says “I must state that the policies of the WHO, the IAEA or the Japanese government cannot be trusted.” and “if the power to save our citizens and future generations exists somewhere, it does not lie within the government or any academic association, but in the hands of individual clinical doctors ourselves.”

Mita claims that all 23 districts of Tokyo are contaminated, with the eastern area worst affected – up to 4 000 Bq/kg. (The becquerel is a unit of radioactivity. One Bq is the activity of a quantity of radioactive material in which one nucleus decays per second.) These findings confirm what the nuclear physicist Arnie Gundersen of Fairewinds Nuclear Education found in 2012, when he picked up five random soil samples in Tokyo from between paving stones, in parks and playgrounds. The levels of contamination were up to 7 000 Bq/kg; in the US, anything registering these levels would be considered nuclear waste [2].

While practising in Tokyo, Mita also discovered changes in the white blood cells of children under 10.

Independent science & independent reporting in Japan outlawed

In December 2013, the Japanese parliament passed a bill whereby public officials and private citizens could face ten years in prison for divulging “special state secrets”, and journalists, five years, for seeking to obtain classified information. The bill is widely interpreted as a way of preventing sensitive information about Fukushima (among other topics) reaching the Japanese public and by extension the rest of the world [3].

The independent organisation Reporters without Borders has downgraded Japan in its world press freedom index from 22nd place in 2012, to 53rd in 2013 and to 59th in 2014, following the passing of the state secrets bill. Reporters without Borders say that Japan “has been affected by a lack of transparency and almost zero respect for access to information on subjects directly or indirectly related to Fukushima” [4].

Nuclear lobby put in charge

Back in December 2012, the IAEA (International Atomic Energy Agency) whose mission is to promote the peaceful uses of the atom, signed agreements with Fukushima Prefecture, Fukushima Medical University and the Ministry of Foreign Affairs of Japan. These “Practical Arrangements” have in effect, handed over the management of the post-accident situation at Fukushima and its health consequences to the nuclear lobby. Among other clauses regarding cooperation and funding, we read that “The Parties will ensure the confidentiality of information classified by the other Party as restricted or confidential” [5].

But this should come as no surprise. Anyone who doubts the heavy hand of the nuclear lobby in the “management” (i.e. minimisation) of nuclear accidents should read the account by the physicist Bella Belbéoch entitled “Western responsibility regarding the health consequences of the Chernobyl catastrophe in Belarus, the Ukraine and Russia” [6]. The initial Soviet cover up of the accident is well known. Less well known are the “stages of submission” in which the IAEA forced the Soviets to accede to their demands to minimise estimates of the health effects of the accident. In a series of manipulations and bullying tactics, they forced the Soviet officials to divide their estimates of the health effects by a factor of 10. One Soviet delegate, Legassov, committed suicide, a few days after he capitulated to the IAEA demands, on the 26th April 1988, the second anniversary of the Chernobyl accident.

A travesty of reporting on risks and cancers

How has the nuclear lobby reacted to Fukushima? A preliminary assessment published in 2012 by the World Health Organisation (but actually emanating from the IAEA) managed to draw optimistic conclusions, while ignoring two critical groups, the workers at the TEPCO plant, and the people who were evacuated from the immediate area (See [7] WHO Report on Fukushima a Travesty SiS 55). Then in 2013, the UNSCEAR report [8] described the risks of people developing thyroid cancer, leukaemia and breast cancer as barely discernible, even though the rates of childhood thyroid cancer in Fukushima prefecture are already 40 times what would be expected [9]. The UNSCEAR report has been criticised by the International Physicians for the Prevention of Nuclear War because it consistently underestimates the radiation dose received, underestimates internal radiation, ignores the vulnerability of the human embryo to radiation, ignores hereditary effects, ignores the unreliability of the dose received by workers at the stricken plant, and only considers some cancers as potential health effects, whereas the experience of Chernobyl shows that every vital organ and system of the body is affected [10].

Raising the ‘safe’ limit of radiation

The Japanese people are faced with a government whose response to the dangers of the radiation was to increase the acceptable limit from 1 mSv/year to 20 mSv/year and who are now encouraging people to move back into areas that had previously been evacuated. (The millisievert is a unit of radiation dose. Before the Fukushima accident, Japan, like the rest of the world, respected the limit of 1 mSv/year recommended by the International Commission on Radiological Protection (ICRP).) Meanwhile, the nuclear lobby wants to see the resumption of nuclear power in Japan as quickly as possible. This is not an atmosphere in which doctors are encouraged to report health effects that could be the result of radiation, and certainly not in Tokyo, whose residents have been led to believe that they have nothing to fear.

Changes in white blood cells in children

Mita began work as a general practitioner in Tokyo in the 1990s. In the letter to his colleagues explaining his decision to move his practice from Tokyo to Okayama City, he claims that contamination in the eastern part of Tokyo is 1000-4000 Bq/kg and in the western part, 300-1000Bq/kg. He compares these levels with Kiev, in Ukraine, after the accident at Chernobyl, of 500 Bq/kg, and with measurements taken before the 2011 Fukushima accident at Shinjuku, the site of the Tokyo municipal government of 0.5 – 1.5 Bq/kg. He says that “Tokyo should no longer be inhabited, and that those who insist on living in Tokyo must take regular breaks in safer areas”.

Mita conducts thyroid ultrasound tests for parents who are concerned about the health of their children but he is now concerned about the results of another test on children under 10, the differential white blood cell count. This test is undergone routinely by workers in the nuclear industry who are exposed to radiation. Blood is produced in bone marrow, which is one of the organs most vulnerable to radiation. The white blood cells consist of five different kinds of cells, neutrophils, lymphocytes, eosinocytes, basophils and monocytes, and it is the relative numbers of these five cell types that is examined. Mita has found a decline in neutrophils in children under 10, in areas that are not considered to be highly contaminated or even contaminated at all. His patients come from Northern Kanto, the area around Tokyo and including Tokyo itself [11].

“The pediatricians’ general textbook says that the reference value of neutrophils for healthy children (6-12 years old) is between 3000 and 5000. 3000 is considered as the threshold value.” Mita says. “But the mean value of neutrophils of the children who have visited our clinics since the accident has decreased to 2500. … It is lower than the threshold value of 3000. I think this points at a serious problem.”

Mita explains that although the decrease in neutrophil does not directly cause lowered immunity, it is “the last bastion of the immunity system” and could play a role in fatal illnesses such as septicaemia in the case of aggressive colds. “In the summer of 2011, there were many children with bloodshot eyes; and what we saw most were children with dark circles under the eyes. We also had increased occurrence of sinusitis. Previously, these patients got better soon after they were given proper treatment; however, we are seeing more cases of sinusitis accompanied with mild case of asthma continuing for longer periods. And when these children spend some time in the West, they get better. If at all possible, I would like them to move away from East Japan.”

In adults, he has found increased nosebleeds, hair loss, lack of energy, subcutaneous bleeding, visible urinary haemorrhage, skin inflammation, and coughs. He has found an increase in infectious diseases such as influenza, hand, foot and mouth diseases and shingles. “We also see more patients with diseases that had been rare before; for example, polymyalgia rheumatica is a disease common among those above age 50 and contracted by 1.7 people out of every 100,000. Before 3.11, [the date of the accident at Fukushima] we had one or less patient per year. Now, we treat more than 10 patients at the same time.” Dr Mita wonders “Could these be the same symptoms of muscle rheumatism that were recorded in Chernobyl?”

Finally, Mita says that the radioactive contamination of Tokyo is increasing because of the Japanese government’s policy of transporting radioactive waste from the Fukushima zone all over Japan for incineration or burial. The Japanese government and the nuclear authorities claimed that filters on the stacks of the incineration plants would remove most of the radioactivity, but this is not the case, and in the opinion of many, it is adding to the contamination. Arnie Gundersen, for instance says, “They are creating 100 to 1000 times more radioactive material by burning debris than keeping it in concentrated form” [12].

To conclude

Mita is talking about his perceptions of the changes in health of a population living in an area that is not considered contaminated. It will be all too easy to dismiss his findings. He himself is not optimistic. He acknowledges that to prove any of his suspicions would require teams of doctors, and expensive research projects to compare groups of people, their radioactive contamination and the illnesses from which they suffer. That’s something simply beyond the reach of any single physician. In other words, “it’s impossible under the present state to collect the kind of data that would be printed in a prestigious science magazine. Still, as long as I know that something strange is clearly happening, I can’t just sit here doing nothing.”

And here is Professor Yablokov talking about the difficulties that doctors and scientists experienced in the Chernobyl territories, to prove a correlation between radiation and illness [13]: “The demand by IAEA and WHO experts to require “significant correlation” between the imprecisely calculated levels of individual radiation […] and precisely diagnosed illnesses […] is not, in our view, scientifically valid. […]We believe it is scientifically incorrect to reject data generated by many thousands of scientists, doctors and other experts who directly observed the suffering of millions affected by radioactive fallout in Belarus, Ukraine and Russia, as “mismatching scientific protocols.” It is scientifically valid to find ways to abstract the valuable information from these data.” Yablokov goes on to list the ways in which this could be done.

But it was not done in Belarus, Ukraine and Russia, and, in this way, the true health consequences of the Chernobyl accident remain hidden. The 2 million people, including 500,000 children still living in the worst contaminated areas around Chernobyl suffer a myriad of illnesses. (According to the Ministry of Health and Sciences in Belarus in 2000, 85% of the children in the contaminated areas were ill, whereas that figure was 15% before the accident in 1986 [14].)

Mita has made a brave decision. The pressure on health professionals and other citizens in Japan to remain silent about the health consequences of Fukushima, will lead to a health catastrophe there – not now, but in the decades to come.

**Scientific studies contradict UNSCEAR report on effects of Fukushima radiation

A four-year study on the effects of radiation on birds in Fukushima revealed information contradicting volume I of the United Nations Scientific Committee on the Effects of Atomic Radiation’s (UNSCEAR) report, “Levels and effects of radiation exposure due to the nuclear accident after the 2011 great east-Japan earthquake and tsunami.”

Dr. Timothy A. Mousseau, a professor of biological sciences at the University of South Carolina, presented his team’s findings to The Foreign Correspondents’ Club of Japan on Aug. 22 and the 26th International Ornithological Congress 2014 in Tokyo on Aug. 21.

Between July 2011 and July 2014, “the total numbers of birds drops off with radiation in Fukushima in a very consistent pattern,” said Mousseau, pointing to a chart relating bird abundance to radiation distribution over time. “There’s no evidence of any kind of threshold of a radiation level below which there is no effect.”

Similarly, the study showed the effects on species richness and biodiversity dropped off with radiation increases.

“Contrary to governmental reports, there is now an abundance of information demonstrating consequences (i.e. injury) to individuals, populations, species, and ecosystem function stemming from the low dose radiation due to the Chernobyl and Fukushima disasters,” Mousseau said.

The UNSCEAR report issued on Aug. 7, 2013, and last updated on April 9, 2014, states in its section on “radiation exposures and effects on non-human biota:”

“… Exposures of both marine and terrestrial non-human biota following the accident were, in general, too low for acute effects to be observed, though there may have been some exceptions because of local variability:

“(b) Continued changes in biomarkers for certain terrestrial organisms, in particular mammals, cannot be ruled out, but their significance for population integrity of those organisms is unclear. Any radiation effects would be restricted to a limited area where the deposition of radioactive material was greatest; beyond that area, the potential for effects on biota is insignificant.”

About half a dozen studies related to radiation effects on biota in Fukushima were released prior to the release of this report, in addition to dozens of related studies in Chernobyl.

In its critical analysis of the UNSCEAR report, the International Physicians for the Prevention of Nuclear War (IPPNW) states:

“UNSCEAR disregards current scientific fieldwork on actual radiation effects … and rather refers to its own reports on the effects of radiation on non-human biota from 1996 and 2008.

“This implies that no new knowledge has been acquired since then, even though a growing number of published ecological and genetic studies from both Chernobyl and Fukushima find substantial evidence for low dose rate radiation effects generating genetic damage such as increased mutation rates, as well as developmental abnormalities, cataracts, tumors, smaller brain sizes in birds and mammals and further injuries to populations, biological communities and ecosystems. …

“UNSCEAR should include the findings of the current field studies from Chernobyl and Fukushima, given their publication in peer reviewed scientific journals. Ignoring such studies gives the appearance of bias or a lack of rigor by the UNSCEAR proceedings that can only serve to undermine any constructive or useful advice the committee might have.”

Mousseau began conducting research in Chernobyl after the International Atomic Energy Agency released a report in its 2003-2005 Chernobyl forum suggesting that the radioactive environmental conditions of the Chernobyl exclusion zone expanded the populations of many plants and animals and had a positive impact on the biota. These assertions were completely unfounded, Mousseau said.

Both the UNSCEAR report and the Chernobyl forum suggested that radiation did not affect animal abundance and biodiversity in both radioactive zones, Mousseau said.

He decided to test the idea himself.

In order to predict radiation effects on populations in Fukushima, Mousseau measured environmental variables, including radiation levels and abundance and distribution of organisms, in 400 discreet locations, with 1,500 biotic inventories total.

Taking the same basic research approach in Fukushima as in Chernobyl, Mousseau’s team tested very contaminated and very clean areas within the same general zone.

“Chernobyl and Fukushima are highly heterogeneous with respect to the radiation levels,” he said. “You can find a hot spot here and a kilometer away it’ll be 10 times or even 100 times less contaminated.”

Hundreds of replicated scientific comparisons in areas with high and low radiation levels that are very similar to environmental parameters except for radiation allow his team to create statistically sound data.

“It’s apparent that some governmental and intergovernmental organizations are ignoring these scientific studies, and you can’t help but think that this must be a deliberate attempt to minimize some of these consequences for the environment related to nuclear accidents,” Mousseau said.

The nuclear industry claims that radiation in Fukushima is sometimes lower than places with natural radiation, he said. His team’s meta-analysis found that there were small but significant consequences to humans and the plants and animals living in areas with natural low-dose radiation.

In his research in Chernobyl, for example, in the second generation of birds exposed to radiation, nine of 10 bird species showed a dramatic increase in morphological damage to the sperm, a direct cause of infertility. In another study, he found that up to 40 percent of male birds living in contaminated Chernobyl areas were completely sterile.

Researchers have conducted a number of studies showing genetic damages in flora and fauna located in contaminated areas in Chernobyl, with some similarities to the handful of studies conducted in Fukushima.

Mousseau found that barn swallows in contaminated areas in Chernobyl had higher frequencies of white feathers and cataracts, as well as a two-thirds decrease in the frequency and biodiversity of birds. In addition, he discovered that Chernobyl birds have smaller brains and are much less likely to survive to the following year.

His team found the first partial albino swallow in Fukushima two years ago and has since been working with the Wild Bird Society of Japan to document many additional cases of partial albino birds in Fukushima.

Another Mousseau study showed color and pattern abnormalities in fire bugs in Chernobyl. In Japan, researchers in Okinawa discovered mutations and early fatality in pale grass blue butterflies that were fed radioactive plants from Fukushima as caterpillars.

At the end of his speech, Mousseau emphasized the lack of funding, access and support for independent scientific studies held in contaminated areas in Japan, for both Japanese and foreign scientists.

“What we’re calling for is funding of some international scientific effort to fully document the range of biological consequences related to low-dose radiation in the environment,” Mousseau said. “This effort must be lead by independent scientists who are committed to a rigorous, unbiased analysis of the present situation with the goal of predicting long-term impacts. This really obviously hasn’t been done to this point.”

**No one wants you to know how bad Fukushima might still be — Vice News

” Last month, when the Tokyo Electric Power Company (TEPCO) announced it would move forward with its plan to construct an “ice wall” around the Fukushima Daiichi nuclear power plant’s failed reactors, it seemed like a step backwards. In June, the utility company in charge of decommissioning the plant—which was ravaged by a tsunami in March 2011—indicated that its initial attempt at installing a similar structure had flopped. Its pipes were apparently unable to freeze the ground, despite being filled with a -22°F chemical solution.

Similar techniques have been successfully used by engineers to build underwater car tunnels and mine shafts. But Dr. Dale Klein, an engineer and expert on nuclear policy, isn’t so sure it’ll produce the same results on a project of this magnitude. He says that although freezing the ground around reactors one through four might help corral the water that’s being used by TEPCO as a coolant, there’s little technical understanding of how the natural water sources surrounding the plant might respond. “As the water comes down the mountains towards the ocean, it’s not clear to me that [TEPCO] really know how it is going to move around that frozen barrier,” he said in an interview with VICE.

“But it has to go somewhere,” he continued. “It’s such a complicated site and problem, and I don’t know if they fully understand that yet.”

It’s worrying to hear doubt from someone like Klein, whose expertise ranges from politics to pedagogy. He was appointed to chair the US Nuclear Regulatory Commission by President Bush in 2006 and, after stepping down in 2009, he served as the organization’s commissioner in 2010. Now, in addition to being associate director of the Energy Institute at the University of Texas, he’s part of an international TEPCO advisory panel and visits Japan three to four times a year to work with officials as they struggle to helm a largely ad hoc clean-up effort.

Aside from TEPCO’s unwillingness to consider other engineering solutions, his main point of criticism about Japan’s largest utility company is rooted in one that countless others have voiced since the earthquake (and subsequent tsunami): a suspicious disregard for keeping the public informed.

“When rumors start circulating, TEPCO needs to come forward right away and say, ‘This is what we know, this is what we don’t know,’ rather than staying silent,” Klein said. “They give off the perception that they’re covering up something, when that isn’t what they’re doing at all.”

But it’s hard to give TEPCO the benefit of the doubt when misinformation, lying, and a sub-par approach to safety culture have been central to this quagmire since before the natural disasters. While it’s rarely constructive to point fingers in a time of crisis, it’s worth noting that TEPCO has been reprimanded by the Japanese government, international scientists, peace-keeping organizations, global media outlets, and both anti- and pro-nuclear advocates for its unwillingness to disclose key details at a time when they are desperately needed. Coupled with the unmitigated radiation still pouring into Pacific waters, this helps explain why a Japanese judicial panel announced in late July that it wants TEPCO executives to be indicted.

This negligence can be traced back to the Fukushima plant’s meltdown. Just three months after the plant was crippled, the Wall Street Journal came out with a report culled from a dozen interviews with senior TEPCO engineers saying its operators knew some reactors were incapable of withstanding a tsunami. Since the Daiichi plant’s construction in the late 1960s, engineers had approached higher-ups to discuss refortifying the at-risk reactors, but these requests were denied due to concerns over renovation costs and an overall lack of interest in upgrading what was, at the time, a functioning plant. In 2012, it came to light that one such cost-cutting measure was the use of duct tape to seal leaking pipes within the plant.

A year after the Wall Street Journal report, TEPCO announced that the Daiichi plant’s meltdown had released 2.5 times more radiation into the atmosphere than initially estimated. The utility cited broken radiation sensors within the plant’s proximity as the main reason for this deficit and, in the same statement, claimed that 99 percent of the total radiation released from the Daiichi plant occurred during the last three weeks of March 2011. That last part turned out to be untrue—a year later, in June 2013, TEPCO admitted that almost 80,000 gallons of contaminated water had been leaking into the Pacific Ocean every day since the meltdown. As of today, that leak continues.

This year marked the disaster’s third anniversary, but new accounts of mismanagement and swelling radiation levels continue to surface. In February, TEPCO revealed that groundwater sources near the Daiichi plant and 80 feet from the Pacific Ocean contained 20 million becquerels of the harmful radioactive element Strontium-90 per gallon (one becquerel equals one emission of radiation per second). Even though the internationally accepted limit for Strontium-90 contamination in water hovers around 120 becquerels per gallon, these measurements were hidden from Japan’s Nuclear Regulation Authority for nearly four months. As a response, the national nuclear watchdog agency censured TEPCO for lacking a “fundamental understanding of measuring and handling radiation.”

And last month, TEPCO told reporters that 14 different rice paddies outside Fukushima’s exclusion zone were contaminated in August 2013, after a large piece of debris was removed from one of the Daiichi plant’s crippled reactors. The readings were taken in March 2014, but TEPCO didn’t publicize their findings until four months later, at the start of July—meaning almost a year had passed since emissions had begun to accumulate at dangerous levels in Japan’s most sacred food.

The list, unfortunately, goes on. This is merely the abridged account of TEPCO’s backpedalling and PR shortfalls. It begs many questions, but the most perplexing one is: Why? Why has a crisis that is gaining traction as the worst case of nuclear pollution in history—worse, emission-wise, than Hiroshima, Nagasaki, or Chernobyl—being smothered with internal censorship? If omission of information isn’t intentional, like Dr. Klein suggests, why haven’t these revelations led to a stronger institutional effort to contain Fukushima and reduce the chance that irregularities go unnoticed or unreported?

When I asked past Nobel Peace Prize nominee Dr. Helen Caldicott these questions, she was quick to respond: “Because money matters more than people.”

Dr. Caldicott was a faculty member at Harvard Medical School when she became president of Physicians for Social Responsibility, an American organization of doctors against nuclear warfare, climate change, and other environmental issues, in 1978. The organization, along with its parent body the International Physicians for the Prevention of Nuclear War, won the Nobel Peace Prize in 1985, a year after Caldicott left.

Last September, Caldicott organized a symposium at the New York Academy of Medicine entitled, “The Medical and Ecological Consequences of Fukushima,” and has a book coming out on the issue this October. Her expertise on the subject is founded on academic research, but also her lifelong role as a doctor practicing preventative medicine in the nuclear age.

“Japan produces parts for nuclear reactors, like reactor containment vessels,” she said in an interview with VICE. “They’re heavily invested in nuclear power, even though they actually have access to nine times more renewable energy than Germany.”

Although Caldicott says what separates Fukushima from Chernobyl is the continuous leakage of radioactive material, in her eyes they’re unified by an institutionalized effort to keep the veil from lifting. “The Japanese government took three months to tell the world that there had been three meltdowns, even though the meltdowns had taken place in the first three days,” she said. “They’re not testing the food routinely. In fact, they’re growing food in highly radioactive areas, and there are stories that the most radioactive food is being canned and sold to third-world countries.”

“Some doctors in Japan are starting to get very worried about the fact that they’re seeing an increase in diseases but they’re being told not to tell their patients that the diseases are related to radiation,” she continued. “This is all because of money. Bottom line.”

The money she refers to isn’t only rooted in Japan’s export of nuclear reactor parts, or the fact that the economy is starting to reclaim its reign over Japan’s national consciousness. It’s threaded throughout a history of collusion and secretive deals that extend beyond TEPCO’s record. Late last month, a longterm vice president of the Kansai Electric Power Company (KEPCO), which sourced nearly 50 percent of its electricity from nuclear power sources like Fukushima before the 2011 accident, revealed to Japanese reporters that the company’s president donated approximately $3.6 million to seven different Japanese prime ministers and other political figures between 1970 and 1990. The amount officials received was based on how much their incumbency profited the nuclear and electric energy sectors.

And if it’s not money that lies beneath these multi-faceted attempts at obscuring information about Fukushima, it’s the fear of mass hysteria. When it was revealed that the United Nations-affiliated pro-nuclear group International Atomic Energy Association made a deal with local government officials in Fukushima to classify information that might stoke public concern (like, observers speculate, cancer rates and radiation levels), civilian fears of a cover-up campaign crept out of the mischief associated with conspiracy and into the gravity of a situation that feels more and more surreal.

Despite these efforts, plenty has come to light. As of August 2014, we know that radiation levels around the Fukushima area continue to rise, even after three years of containment attempts. We know that doctors have found 89 cases of thyroid cancer in a study of less than 300,000 children from the Fukushima area—even though the normal incidence rate of this disease among youths is one or two for every million. We know that Japanese scientists are still reluctant to publicize their findings on Fukushima due to a fear of getting stigmatized by the national government.

We also know that US sailors who plotted a relief effort in Fukushima immediately after the disaster have reportedly been experiencing a well-up of different cancers, that monkeys living outside Fukushima’s restricted zone have lower blood cell counts than those living in other parts of northern Japan, and that the International Physicians for the Prevention of Nuclear War’s thorough critique of a recent Fukushima report by the UN Scientific Committee on the Effects of Radiation shows how the international community is severely underestimating the effects of the crisis.

Whether or not TEPCO’s ice wall will be as successful as the company’s lead engineers expect is ultimately dependent on trial. But Dr. Klein, Dr. Caldicott, and others have their own ideas of what should have been done, and what might still need doing in the near future.

“I would like to see them try external pumps a bit more to see if they can slow the inflow of water,” said Dr. Klein. This would involve placing mechanical pumps upstream from the water sources and away from the plant, to collect and contain the water before it passes over the damaged reactors. “Before the accident occurred, they were moving about 27,000 gallons of water a day around the site.”

“The problem is that TEPCO has hardly invited in the international community to help to try and solve the problem,” says Dr. Caldicott. “A huge company like [Florida-based engineering group] Bechtol, which makes reactors and is a very good engineering company, should have been invited in by the Japanese government to try and propose a way to deal with these problems in an engineering fashion.”

At the same time, she recognizes that it’s not only up to Japan. “There should be an international consortium of global experts from France, from Russia, from the United States, and Canada, putting their heads together with the Japanese and working out solutions,” she said.

Others believe that Japan needs to look northwest, towards the Kremlin. Chernobyl gave Russia and Ukraine a level of experience in handling nuclear failures that stands apart from most of the world.

But even though the ecological effects of Fukushima continue to be hotly debated by scientific organizations and the public, Dr. Klein wants to take a step back from the conversation in order to move towards the endgame. “I’d like to see a completely safe operation. It’s complicated,” he concedes, “but we need to help support the Japanese clean-up efforts whenever we can.” ”
