Japan will have to dump radioactive water into Pacific, minister says — The Guardian

” The operator of the ruined Fukushima Daiichi nuclear power plant will have to dump huge quantities of contaminated water from the site directly into the Pacific Ocean, Japan’s environment minister has said – a move that would enrage local fishermen.

More than 1 million tonnes of contaminated water has accumulated at the plant since it was struck by a tsunami in March 2011, triggering a triple meltdown that forced the evacuation of tens of thousands of residents.

Tokyo Electric Power (Tepco) has struggled to deal with the buildup of groundwater, which becomes contaminated when it mixes with water used to prevent the three damaged reactor cores from melting.

Tepco has attempted to remove most radionuclides from the excess water, but the technology does not exist to rid the water of tritium, a radioactive isotope of hydrogen. Coastal nuclear plants commonly dump water that contains tritium into the ocean. It occurs in minute amounts in nature.

Tepco admitted last year that the water in its tanks still contained contaminants beside tritium.

Currently, more than 1m tonnes of contaminated water is held in almost 1,000 tanks at the Fukushima Daiichi site, but the utility has warned that it will run out of tank space by the summer of 2022.

“The only option will be to drain it into the sea and dilute it,” Yoshiaki Harada told a news briefing in Tokyo on Tuesday. “The whole of the government will discuss this, but I would like to offer my simple opinion.”

No decision on how to dispose of the water will be made until the government has received a report from a panel of experts. Other options include vaporising the liquid or storing it on land for an extended period.

Harada did not say how much water would need to be discharged into the ocean.

One recent study by Hiroshi Miyano, who heads a committee studying the decommissioning of Fukushima Daiichi at the Atomic Energy Society of Japan, said it could take 17 years to discharge the treated water after it has been diluted to reduce radioactive substances to levels that meet the plant’s safety standards.

Any decision to dispose of the waste water into the sea would anger local fishermen, who have spent the past eight years rebuilding their industry.

Nearby South Korea has also voiced concern over the impact it would have on the reputation of its own seafood.

Last month, Seoul summoned a senior Japanese embassy official to explain how Fukushima Daiichi’s waste water would be dealt with.

Ties between the north-east Asian nations are already at a low ebb following a compensation dispute over Koreans forced to work in Japanese factories during the second world war.

The government spent 34.5 bn yen (£260m) to build a frozen underground wall to prevent groundwater reaching the three damaged reactor buildings. The wall, however, has succeeded only in reducing the flow of groundwater from about 500 tonnes a day to about 100 tonnes a day.

Japan has come under renewed pressure to address the contaminated water problem before Tokyo hosts the Olympics and Paralympics next summer.

Six years ago during the city’s bid for the games, the prime minister, Shinzo Abe, assured the international community that the situation was “under control”.

” Three of the six reactors at Japan’s Fukushima-Daiichi complex were wrecked in March 2011 by an earthquake and tsunami. The destruction of emergency electric generators caused a ‘station blackout’ which halted cooling water intake and circulation. Super-heated, out-of-control uranium fuel in reactors 1, 2, and 3 then boiled off cooling water, and some 300 tons of fuel ‘melted’ and burned through the reactors’ core vessels, gouging so deep into underground sections of the structure that to this day operators aren’t sure where it is. Several explosions in reactor buildings and uncovered fuel rods caused the spewing of huge quantities of radioactive materials to the atmosphere, and the worst radioactive contamination of the Pacific Ocean ever recorded. Fukushima amounts to Whole-Earth poisoning.

Now, researchers say, radioactive isotopes that were spread across Japan (and beyond) by the meltdowns will continue to contaminate the food supply for a very long time.

According to a new study that focused on ‘radiocaesium’ – as the British call cesium-134 and cesium-137 – ‘food in japan will be contaminated by low-level radioactivity for decades’. The official university announcement of this study neglected to specify that Fukushima’s cesium will persist in the food chain for thirty decades. It takes 10 radioactive half-lives for cesium-137 to decay to barium, and its half-life is about 30 years, so C-137 stays in the environment for roughly 300 years.

The study’s authors, Professor Jim Smith, of the University of Portsmouth, southwest of London, and Dr. Keiko Tagami, from the Japanese National Institute of Radiological Sciences, report that cesium-caused ‘radiation doses in the average diet in the Fukushima region are very low and do not present a significant health risk now or in the future’.

This phraseology deliberately conveys a sense of security – but a false one. Asserting that low doses of radiation pose no ‘significant’ health risk sounds reassuring, but an equally factual framing of precisely the same finding is that small amounts of cesium in food pose a slightly increased risk of causing cancer.

This fact was acknowledged by Prof Smith in the June 14 University of Portsmouth media advisory that announced his food contamination study, which was published in Science of the Total Environment. Because of above-ground atom bomb testing, Prof. Smith said, “Radioactive elements such as caesium-137, strontium-90 and carbon-14 contaminated the global environment, potentially causing hundreds of thousands of unseen cancer deaths”.

No less an authority than the late John Gofman, MD, Ph D, a co-discoverer of plutonium and Professor Emeritus of molecular and cell biology at the University of California, spent 50 years warning about the threat posed by low doses of radiation. In May 1999, Gofman wrote, “By any reasonable standard of biomedical proof, there is no safe dose, which means that just one decaying radioactive atom can produce permanent mutation in a cell’s genetic molecules. My own work showed this in 1990 for X rays, gamma rays, and beta particles.”

The Fukushima-borne cesium in Japan’s food supply, and in the food-web of the entire Pacific Ocean, emits both beta and gamma radiation. Unfortunately, it will bio-accumulate and bio-concentrate for 300 years, potentially causing, as Dr Gofman if not Dr Smith might say, hundreds of thousands of unseen cancer deaths. ”

What’s really going on at Fukushima? — Counterpunch

By Robert Hunziker: ” Fukushima’s still radiating, self-perpetuating, immeasurable, and limitless, like a horrible incorrigible Doctor Who monster encounter in deep space.

Fukushima will likely go down in history as the biggest cover-up of the 21st Century. Governments and corporations are not leveling with citizens about the risks and dangers; similarly, truth itself, as an ethical standard, is at risk of going to shambles as the glue that holds together the trust and belief in society’s institutions. Ultimately, this is an example of how societies fail.

Tens of thousands of Fukushima residents remain in temporary housing more than four years after the horrific disaster of March 2011. Some areas on the outskirts of Fukushima have officially reopened to former residents, but many of those former residents are reluctant to return home because of widespread distrust of government claims that it is okay and safe.

Part of this reluctance has to do with radiation’s symptoms. It is insidious because it cannot be detected by human senses. People are not biologically equipped to feel its power, or see, or hear, touch or smell it (Caldicott). Not only that, it slowly accumulates over time in a dastardly fashion that serves to hide its effects until it is too late.

Chernobyl’s Destruction Mirrors Fukushima’s Future

As an example of how media fails to deal with disaster blowback, here are some Chernobyl facts that have not received enough widespread news coverage: Over one million (1,000,000) people have already died from Chernobyl’s fallout.

Additionally, the Rechitsa Orphanage in Belarus has been caring for a very large population of deathly sick and deformed children. Children are 10 to 20 times more sensitive to radiation than adults.

Zhuravichi Children’s Home is another institution, among many, for the Chernobyl-stricken: “The home is hidden deep in the countryside and, even today, the majority of people in Belarus are not aware of the existence of such institutions” (Source: Chernobyl Children’s Project-UK).

One million (1,000,000) is a lot of dead people. But, how many more will die? Approximately seven million (7,000,000) people in the Chernobyl vicinity were hit with one of the most potent exposures to radiation in the history of the Atomic Age.

The exclusion zone around Chernobyl is known as “Death Valley.” It has been increased from 30 to 70 square kilometres. No humans will ever be able to live in the zone again. It is a permanent “dead zone.”

Additionally, over 25,000 died and 70,000 disabled because of exposure to extremely dangerous levels of radiation in order to help contain Chernobyl. Twenty percent of those deaths were suicides, as the slow agonizing “death march of radiation exposure” was too much to endure.

Fukushima- The Real Story

In late 2014, Helen Caldicott, M.D. gave a speech about Fukushima at Seattle Town Hall (9/28/14). Pirate Television recorded her speech; here’s the link:

Dr. Helen Caldicott is co-founder of Physicians for Social Responsibility, and she is author/editor of Crisis Without End: The Medical and Ecological Consequences of the Fukushima Nuclear Catastrophe, The New Press, September 2014. For over four decades Dr. Caldicott has been the embodiment of the anti-nuclear banner, and as such, many people around the world classify her as a “national treasure”. She’s truthful and honest and knowledgeable.

Fukushima is literally a time bomb in quiescence. Another powerful quake and all hell could break loose. Also, it is not even close to being under control. Rather, it is totally out of control. According to Dr. Caldicott, “It’s still possible that Tokyo may have to be evacuated, depending upon how things go.” Imagine that!

According to Japan Times as of March 11, 2015: “There have been quite a few accidents and problems at the Fukushima plant in the past year, and we need to face the reality that they are causing anxiety and anger among people in Fukushima, as explained by Shunichi Tanaka at the Nuclear Regulation Authority. Furthermore, Mr. Tanaka said, there are numerous risks that could cause various accidents and problems.”

Even more ominously, Seiichi Mizuno, a former member of Japan’s House of Councillors (Upper House of Parliament, 1995-2001) in March 2015 said: “The biggest problem is the melt-through of reactor cores… We have groundwater contamination… The idea that the contaminated water is somehow blocked in the harbor is especially absurd. It is leaking directly into the ocean. At Fukushima, each reactor required one million gallons of water per minute for cooling, but when the tsunami hit, the backup diesel generators were drowned. Units 1, 2, and 3 had meltdowns within days. There were four hydrogen explosions. Thereafter, the melting cores burrowed into the container vessels, maybe into the earth.

According to Dr. Caldicott, “One hundred tons of terribly hot radioactive lava has already gone into the earth or somewhere within the container vessels, which are all cracked and broken.” Nobody really knows for sure where the hot radioactive lava resides. The scary unanswered question: Is it the China Syndrome?

Following the meltdown, the Japanese government did not inform people of the ambient levels of radiation that blew back onto the island. Unfortunately and mistakenly, people fled away from the reactors to the highest radiation levels on the island at the time.

As the disaster happened, enormous levels of radiation hit Tokyo. The highest radiation detected in the Tokyo Metro area was in Saitama with cesium radiation levels detected at 919,000 becquerel (Bq) per square meter, a level almost twice as high as Chernobyl’s “permanent dead zone evacuation limit of 500,000 Bq” (source: Radiation Defense Project). For that reason, Dr. Caldicott strongly advises against travel to Japan and recommends avoiding Japanese food.

Even so, post the Fukushima disaster, Secretary of State Hillary Clinton signed an agreement with Japan that the U.S. would continue importing Japanese foodstuff. Therefore, Dr. Caldicott suggests people not vote for Hillary Clinton. One reckless dangerous precedent is enough for her.

According to Arnie Gundersen, an energy advisor with 39 years of nuclear power engineering experience, as reported in The Canadian on August 15, 2011: “The US government has come up with a decision at the highest levels of the State Department, as well as other departments who made a decision to downplay Fukushima. In April, the month after the powerful tsunami and earthquake crippled Japan including its nuclear power plant, Hillary Clinton signed a pact with Japan that she agreed there is no problem with Japanese food supply and we will continue to buy them. So, we are not sampling food coming in from Japan.”

However, in stark contrast to the United States, in Europe Angela Merkel, PhD physics, University of Leipzig and current chancellor of Germany is shutting down all nuclear reactors because of Fukushima.

Maybe an advanced degree in physics makes the difference in how a leader approaches the nuclear power issue. It certainly looks that way when comparing/contrasting the two pantsuit-wearing leaders, Chancellor Merkel and former secretary of state Clinton.

After the Fukushima blow up, ambient levels of radiation in Washington State went up 40,000 times above normal, but according to Dr. Caldicott, the U.S. media does not cover the “ongoing Fukushima mess.” So, who would really know?

Dr. Caldicott ended her speech on Sept. 2014 by saying: “In Fukushima, it is not over. Everyday, four hundred tons of highly radioactive water pours into the Pacific and heads towards the U.S. Because the radiation accumulates in fish, we get that too. The U.S. government is not testing the water, not testing the fish, and not testing the ambient air. Also, people in Japan are eating radiation every day.”

Furthermore, according to Dr. Caldicott: “Rainwater washes over the nuclear cores into the Pacific. There is no way they can get to those cores, men die, robots get fried. Fukushima will never be solved. Meanwhile, people are still living in highly radioactive areas.”

Fukushima will never be solved because “men die” and “robots get fried.” By the sounds of it, Fukushima is a perpetual radiation meltdown scenario that literally sets on the edge of a bottomless doomsday pit, in waiting to be nudged over.

UN All-Clear Report

A UN (UNSCEAR) report on April 2, 2014 on health impacts of the Fukushima accident concluded that any radiation-induced effects would be too small to identify. People were well protected and received “low or very low” radiation doses. UNSCEAR gave an all-clear report.

Rebuttal of the UNSCEAR report by the German affiliate of the International Physicians for the Prevention of Nuclear War d/d July 18, 2014 takes a defiant stance in opposition to the UN report, to wit: “The Fukushima nuclear disaster is far from over. Despite the declaration of ‘cold shutdown’ by the Japanese government in December 2011, the crippled reactors have not yet achieved a stable status and even UNSCEAR admits that emissions of radioisotopes are continuing unabated. 188 TEPCO is struggling with an enormous amount of contaminated water, which continues to leak into the surrounding soil and sea. Large quantities of contaminated cooling water are accumulating at the site. Failures in the makeshift cooling systems are occurring repeatedly. The discharge of radioactive waste will most likely continue for a long time.”

“Both the damaged nuclear reactors and the spent fuel ponds contain vast amounts of radioactivity and are highly vulnerable to further earthquakes, tsunamis, typhoons and human error. Catastrophic releases of radioactivity could occur at any time and eliminating this risk will take many decades… It is impossible at this point in time to come up with an exact prognosis of the effects that the Fukushima nuclear disaster will have on the population in Japan… the UNSCEAR report represents a systematic underestimation and conjures up an illusion of scientific certainty that obscures the true impact of the nuclear catastrophe on health and the environment.”

Fukushima’s Radiation and the Future

Mari Yamaguchi, Associated Press (AP), June 12, 2015: “Four years after an earthquake and tsunami destroyed Japan’s Fukushima nuclear power plant, the road ahead remains riddled with unknowns… Experts have yet to pinpoint the exact location of the melted fuel inside the three reactors and study it, and still need to develop robots capable of working safely in such highly radioactive conditions. And then there’s the question of what to do with the waste… serious doubts about whether the cleanup can be completed within 40 years.”

“Although the Chernobyl accident was a terrible accident, it only involved one reactor. With Fukushima, we have the minimum [of] 3 reactors that are emitting dangerous radiation. The work involved to deal with this accident will take tens of years, hundreds of years,” Prof. Hiroaki Koide (retired), Kyoto University Research Reactor Institute, April 25, 2015. “It could be that some of the fuel could actually have gone through the floor of the containment vessel as well… What I’ve just described is very, very logical for anyone who understands nuclear engineering or nuclear energy,” which dreadfully spells-out: THE CHINA SYNDROME.

According to the Smithsonian, April 30, 2015: “Birds Are in a Tailspin Four Years After Fukushima: Bird species are in sharp decline, and it is getting worse over time… Where it’s much, much hotter, it’s dead silent. You’ll see one or two birds if you’re lucky.” Developmental abnormalities of birds include cataracts, tumors, and asymmetries. Birds are spotted with strange white patches on their feathers.

Maya Moore, a former NHK news anchor, authored a book about the disaster: The Rose Garden of Fukushima (Tankobon, 2014), about the roses of Mr. Katsuhide Okada. Today, the garden has perished: “It’s just poisoned wasteland. The last time Mr. Okada actually went back there, he found baby crows that could not fly, that were blind. Mutations have begun with animals, with birds.”

The Rose Garden of Fukushima features a collection of photos of an actual garden that existed in Fukushima, Japan. Boasting over 7500 bushes of roses and 50-thousand visitors a year, the Garden was rendered null and void in an instant due to the triple disaster — earthquake, tsunami, and meltdown.

The forward to Maya’s book was written by John Roos, former US Ambassador to Japan 2009-13: “The incredible tale of Katz Okada and his Fukushima rose garden was told here by Maya Moore… gives you a small window into what the people of Tohoku faced.”

Roos’ “small window” could very well serve as a metaphor for a huge black hole smack dab in the heart of civilization. Similarly, Fukushima is a veritable destruction machine that consumes everything in its path, and beyond, and its path is likely to grow. For certain, it is not going away.

Thus, TEPCO (Tokyo Electric Power Company) is deeply involved in an asymmetric battle against enormously powerful unleashed out-of-control forces of E=mc2.

Clearly, TEPCO has its back to the wall. Furthermore, it’s doubtful TEPCO will “break the back of the beast.” In fact, it may be an impossible task.

Maybe, just maybe, Greater Tokyo’s 38 million residents will eventually be evacuated. Who knows for sure?

What life is really like in Japan following the Fukushima nuclear disaster — News.com.au

” ONCE pristine rice paddies overgrown into forests. Wild animals roaming the streets of eerie towns with an uncertain future.

That’s the scene described by Australian teacher Jessica Hellamy who recently had the chance to see inside the 20km exclusion zone created after the nuclear meltdown at the Fukushima Dai’ichi powerplant in 2011.

“Time had stopped. In the main part of the town the buildings are still collapsed from the earthquake. It’s kind of nuts. It was weird, like a time warp, everything is all overgrown,” she said.

“All of the rice fields are covered in forest and wild animals.”

She said the day of the earthquake schools were due to hold graduation ceremonies, with many of the preparations for celebrations still intact.

“They literally evacuated that day and were told they had to get out of town completely and since then they haven’t been able to go back,” she said.

“The kids themselves haven’t been back, adults have gone back on a daily pass to clear their house. Anyone that’s under 15 isn’t able to go on. So it’s pretty tough on them.”

It’s been nearly four years since the magnitude 9 earthquake struck 130 kilometres off Japan’s coast at 2.46pm in March 2011 triggering a tsunami that killed nearly 19,000 people and moved the entire country to the east.

While the earthquake itself and freak tsunami were devastating, it was events at Fukushima Dai’ichi powerplant that turned the city into a time warp and forced an estimated 160,000 people from their homes.

The disaster disrupted power supply and cooling to nuclear reactors at the plant, leading three of them to melt down within days. A fourth was also written off due to damage, the World Nuclear Association reports, causing the world’s worst nuclear disaster since Chernobyl.

Since then, 160,000 people have been forced from their homes after Japan’s environment ministry labelled 11 municipalities “no-go zones”. They’ve been forced to live in temporary housing while authorities painstakingly decontaminate the area in order for them to return home.

Fukushima Update’s editor James Corbett, who lives 600 kilometres from the plant and started his website in an attempt to provide information on the disaster, said the situation is still a “huge problem” with no resolution in sight.

“The cores are still there and highly radioactive. The technology to approach the cores does not exist yet,” he told news.com.au.

“Just last week they had a typhoon and in the wake of that they found 10 times the radioactivity in the groundwater than in the week before.”

Since the disaster, Mr Corbett said clean-up operations have focused on containing groundwater that has become contaminated with radioactive material. But as more flows into the area each day from Japan’s mountains, it’s an ongoing problem that doesn’t come close to solving the real issue.

“There really isn’t the technology to even begin approaching the core of these reactors yet,’’ he said. “[They’re] the fundamental cause of the problem. That is going to go on for potentially years, potentially decades. At this stage it’s more damage control and trying to take care of things like the radioactive water.”

In the wake of the disaster the site was effectively shut down and the entire country temporarily switched off nuclear power.

A parliamentary inquiry later called the nuclear meltdown “man made” and accused operators Tokyo Electric Power Company (Tepco) and the Japanese government of failing to uphold safety requirements despite the high risk of earthquakes, the New York Times reports.

In early September, 2013, the Japanese government approved the building of a $320 million “wall of ice” to stem the flow of radioactive water coming from Fukushima’s four damaged power plants. However for now, authorities are focused on the painstaking decontamination of sites within the 20km exclusion zone as well as storing and treating accumulated water.

Just last week, Tepco released their 172nd update on the issue, however whether anyone will actually return to the area remains to be seen. It’s now estimated the earliest repatriation efforts won’t be until 2017.

“The immediate concern is water itself and as a byproduct anything fished out of ocean. Also produce … Fukushima produce is being sold throughout Japan,” Mr Corbett said.

The disaster has also left great scars on the country socially, with an estimated 100,000 people still living in temporary housing with increased rates of depression and suicide.

There’s even a term — Genpatsu rikon — or “atomic divorce” coined to describe marriages ripped apart by the strain. Meanwhile there are plenty of tales of people being discriminated against by being banned from donating blood and asked to provide medical certificates on job applications, while farmers have had their livelihood threatened by stigma over produce.

“It’s taken a huge toll on residents of Fukushima and will probably continue for a long time to come,” Mr Corbett said.

“For generations survivors of Hiroshima and Nagasaki had a stigma attached to them. They were often treated differently if it was known they were from that area. I know even in my area of Japan … when I was working in the public school system there were students that had been evacuated. [It would be] interesting to see if they were treated differently.”

Despite this, effects of the disaster are often not openly discussed, as “expressing strong opinions, especially ones not seen as conducive to general harmony, is not seen as acceptable in public” in Japan, Mr Corbett said.

There is also a view that authorities are “basically trying to keep it out of the headlines” in the lead up to the Tokyo Olympics.

“Their number one project is trying to keep the situation under control in order to successfully conduct the Tokyo Olympics 2020,” he said.

For Jessica Hellamy, who has been teaching English in a town called Nihonmatsu for just over a year, there is little physical evidence of the disaster in day-to-day life.

Tap water is fine to drink and she said you wouldn’t otherwise know about the radiation risks nearby were it not for nightly reports and signs labelling local produce in supermarkets.

“We have radiation checks at school on the school ground. They do daily updates on the levels of radiation. It’s like an extra add on to the weather report,” she said.

“Since I’ve been here it’s stayed at a fairly consistent level, we haven’t had any dramas. Unless you’re looking for it deliberately, life goes on.”

However it has taken a toll on students and teachers at the school with many living in a state of limbo in temporary housing, unsure if they’ll ever return to the homes where they grew up.

“It’s pretty tough on them. They have special classes on elementary school to educate them about their home town,” she said.

“Agricultural families are struggling with negative stigma attached to Fukushima produce and many towns have a question mark hanging over their future. Will they return to where they were? Who will want to move back?”

Despite the uncertainty, she said locals are working hard to overcome logistic challenges of where to rebuild their lives and any negative stigma about nuclear fallout.

“For the main part of Fukushima [Prefecture] the whole thing is blown out of proportion … The hard thing at the moment is that anyone hears the world Fukushima and they have a picture that it’s a nuclear wasteland but it’s really not,’’ she said.

“Obviously they’ve got to deal with that but they just want to move on.” ”

**Fukushima, still bad, still getting worse — Reader Supported News

” Just because meltdowns at the Fukushima nuclear site aren’t much in the news of late, it’s not safe to assume they’re under control. They’re not. The 2011 accident continues uninterrupted, beyond control, beyond reliable measurement, beyond honest reporting in most media, and beyond any hope of being significantly mitigated for years and probably decades to come. That’s the best case. Alternatively, radiation levels are rising, especially for Tritium and Plutonium, and much of it goes right into the ocean. Either way, officials in Japan and the U.S. have responded by arbitrarily raising the officially “safe” level of radiation exposure.

Japan’s Nuclear Regulatory Authority (NRA) released an 8-page report June 11, based on what it shows was very limited sampling, taken three months (in 2011) and 32 months (in 2013) after the meltdowns. Distributed by the International Atomic Energy Agency (IAEA), the report lacks any useful detail for an exposed public, and its main conclusion is opaque on human safety:

Air dose rates in both “Road and its adjacent area” and “Vacant land lot” have decreased more rapidly than we expected considering the physical half-life of radionuclide in 32 months after the accident.
Who’ll stop the rain? Or the groundwater? Or fuel pool coolant?

Recently the Tokyo Electric Company (TEPCO), responsible for the nuclear site, has acknowledged that rain is a problem. TEPCO has thousands of storage tanks filled with radioactive groundwater collected from the site, but rain adds to the water in the tanks and becomes part of the total volume of radioactive water on site and flowing out. TEPCO has suggested a variety of ways of putting a cover, a roof, or a tent over the tanks to keep the rain out. But TEPCO hasn’t done it yet.

The Fukushima nuclear power plants have been shut down for more than three years, but the nuclear fuel is not yet stabilized and the site leaks radioactivity constantly, but at a varying, often unknown rate. The Fukushima disaster is unprecedented in scale, complexity, and consequence. Fukushima’s continuing release of radioactivity long since passed the scale of Chernobyl in 1986. Fukushima releases are now estimated at three times the Russian accident, but with no end in sight for Japan.

There’s no end in sight for Ukraine, either, where the Chernobyl accident may be better contained than Fukushima, but Chernobyl won’t be over till it’s over, either. Reasonably enough, Japan and Ukraine have been working together to launch satellites that will monitor their respective nuclear disasters. A Ukrainian-designed rocket carrying two Japanese-developed satellites is scheduled to launch into orbit from Russia’s Ural space station on June 26. The rocket will be carrying 33 small satellites from 17 countries.

The satellites from Ukraine and Japan are intended to maintain a continuous record of conditions at and around the two nuclear disasters. How governments use and/or share this data remains to be seen. As one Tokyo University professor involved in the project expressed concern over government accountability, “I hope that the data will help Japan and Ukraine correctly acknowledge the impact on the environment near the two plants.” [Emphasis added.]

“I’ve been involved in this Fukushima volunteer for 3 years. Blood splashes out of the skin suddenly, and quite often. This is the reality.”

A Fukushima decontamination volunteer posted that comment on Twitter. (There the translation is rougher: “Voluntary activities [scary internal radiation threat: Fukushima from the third year. This reality that one day, often happen to be suddenly spewing blood from the skin.”) The anecdotal suffering of people affected by Fukushima and the years of inadequate official response goes largely unreported, except by a few like Mochizuki Cheshire Iori, who has maintained his Fukushima Diary since immediately after the meltdowns. He recently reported a massive spike of Cesium in Yaiti City, midway between Fukushima and Tokyo.

Fukushima Diary also posted a report of elevated radiation levels in Tokyo in February 2014. These are anecdotal reports, but there have been other reports of radiation in Tokyo. Nuclear engineer Arnie Gundersen reported personally measuring material in Tokyo in December 2012 that was hot enough to be classified as radioactive waste in the U.S. Japan did nothing about it. There is apparently no consistent, official monitoring of radiation in Tokyo. If there were, and the measurements were high, that might threaten the Olympics scheduled for Tokyo in 2020.

The official Japanese position, expressed by Prime Minister Shinzo Abe to the International Olympic Committee in September 2013, goes like this: “Let me assure you the situation [in Fukushima] is under control. It has never done and will never do any damage to Tokyo.”

Public policy, based on average exposures and estimated “safe” levels, is not all that concerned with personal safety, not even for Olympic athletes. Beat the averages and, officially, there’s no damage. But if you, personally, win the bad lottery and ingest a random “hot particle,” you may have a problem, about which most governments don’t much care.

“We have yet to form the ice stopper because we can’t make the temperature low enough to freeze water,” a TEPCO spokesman said.

To control the flow fresh of water into the Fukushima site, where it gets irradiated by the melted reactor cores before it flows on out to the Pacific, TEPCO’s plans (reports vary) included building a gigantic, underground ice wall to keep the fresh water out. Another reported plan was to build a gigantic, underground ice wall to keep the radioactive water in. A third plan was to build a gigantic, underground ice wall all the way around the contaminated site, keeping the outside water out (except rain) and the inside water in.

TEPCO tried and failed to freeze about 11,000 tons of radioactive water (about 2.6 million gallons) in place in trenches underneath two of the destroyed reactor buildings.

TEPCO also continuously adds to the radioactive water build-up with the water it must pump into the site to keep the melted reactor cores and fuel pools cool enough that they don’t go critical again and spew more radiation.

So far the ice wall plans, which would take a decade or more to complete if all went well, are already behind schedule and not really working out. On June 18, Al Jazeera summed it up in a story under the headline: “FUKUSHIMA ‘ICE WALL’ LOOKING MORE LIKE A DIRT SLURPEE.”

The next day, TEPCO issued a news release saying the earlier media reports, also based on a TEPCO news release, were wrong. TEPCO said the media had confused two different projects, both being carried out by Kajima Corp.: (1) the effort to freeze the ground around Fukushima and (2) the failed attempt to freeze water under only part of Fukushima.

The nuclear-industrial complex is a global power

In recent years, we’ve heard predictions of a global “nuclear renaissance,” which has yet to materialize despite heavy government subsidy of nuclear power in the U.S. and elsewhere. In 2002, by official count, the world had 444 “operating nuclear reactors,” now that number is less than 400. And even that total, a decline of 10%, is an inflated mirage created by the IAEA, which counts Japan’s 48 reactors as “in operation,” even though they are all shut down or inoperable, thanks to the Fukushima meltdowns.

Another nuclear industry promotional organization, the World Nuclear Association, continues to promise “The Nuclear Renaissance,” arguing that:

With 70 reactors being built around the world today, another 160 or more planned to come online during the next 10 years, and hundreds more further back in the pipeline, the global nuclear industry is clearly going forward strongly. Negative responses to the Fukushima accident, notably in Europe, do not change this overall picture. Countries with established programmes are seeking to replace old reactors as well as expand capacity…. Most (over 80%) of the expansion in this century is likely to be in countries already using nuclear power.
American, Japanese, and other governments around the world have long been in thrall to the nuclear industry. Currently the commercial nuclear industry is dominated by three Western-Japanese conglomerates: the French Areva with Mitsubishi Heavy Industries, and two American companies, General Electric and Westinghouse, with Hitachi and Toshiba, respectively.

The human cost of Fukushima doesn’t come out of their bottom lines, and most governments will also shirk paying for it as much as possible.

TEPCO sends mixed message about how safe Fukushima is

A Fukushima report from VICE (published May 26) notes that the Japanese government continues to try to keep information secret as much as it can. A former Japanese legislator says his government tried to conceal measurements of radioactive Cesium at Fukushima that were 168 times higher than the level at Hiroshima after the 1945 A-bomb attack. The government keeps telling the public that everything is OK.

The 13-minute video covers some of the more familiar Fukushima horrors: radiation poisoning and increasing thyroid cancers; the government allowing the sale of highly radioactive food; inadequate official measurement of Fukushima radiation levels; and the lethal effect of feeding radioactive leaves from Fukushima plants to healthy butterflies. There is a scene of TEPCO officials refusing to talk on camera beyond a short, bland reassurance that everything is OK. There is a TEPCO worker (his identity concealed) who says the equipment at Fukushima is deteriorating and the cooling systems might fail. And there is a dissonant sequence showing a government official wearing no protective clothing leading the camera crew (in protective clothing) inside the Fukushima site – until TEPCO workers (in protective clothing) chase them all away because it’s too dangerous.

When U.S. Ambassador Caroline Kennedy visited the Fukushima ruins, she was unidentifiable under her protective clothing, as was her son with her. Ambassador Kennedy reportedly said that the U.S. would help “in any way that it can,” which could mean no way.

In June, the governor of Fukushima Prefecture was asking the Tokyo Olympics committee to have the 2020 Olympics torch relay run along a road only 2 kilometers from the Fukushima meltdowns that caused more than 100,000 people to be evacuated, most of whom cannot return. The governor is also lobbying for an Olympics training camp 20 km from the meltdowns, in buildings that presently house workers hired by TEPCO to carry out the decommissioning and decontamination that even TEPCO expects to take decades.

Meanwhile there are some things that don’t change: the Fukushima cores are still melting down, earthquakes still happen in the neighborhood (most recently June 16), and President Obama is still pushing to build more nukes. ”

Assessing Fukushima damage without eyes on the inside — The New York Times

” A particle that barely ranks as a footnote in a physics text may be about to lift the cleanup of the stricken Fukushima Daiichi nuclear complex in Japan over a crucial obstacle.

Inside the complex, there are three wrecked reactor cores, twisted masses of hundreds of tons of highly radioactive uranium, plutonium, cesium and strontium. After the meltdown, which followed a tsunami and earthquake in 2011, most of the material in the plant’s reactors resolidified, in difficult shapes and in confined spaces, wrapped around and through the structural parts of the reactors and the buildings.

Or at least, that is what the engineers think. Nobody really knows, because nobody has yet examined many of the most important parts of the wreckage. Though three and a half years have passed, it is still too dangerous to climb inside for a look, and sending in a camera would risk more leaks. Engineers do not have enough data to even run a computer model that could tell them how much of the reactor cores are intact and how much of them melted, because the measurement systems inside the buildings were out of commission for days after the accident.

And though the buildings may be leaking, they were built of concrete and steel so thick that there is no hope of using X-rays or other conventional imaging technology to scan the wreckage from a safe distance.

To clean up the reactors, special tools must be custom-made, according to Duncan W. McBranch, the chief technology officer at Los Alamos National Laboratory, and the tools “can be much better designed if you had a good idea of what’s inside.” But “nobody knows what happened inside,” he said. “Nobody wants to go in to find out.”

That is where muons come in.

In the next few days, Toshiba, the contractor in charge of the initial cleanup work, and the laboratory expect to sign a formal agreement to deploy a new technology that experts believe will yield three-dimensional images of the wrecked reactor cores, and will be able to differentiate the uranium and plutonium from other materials, even when 10 feet of concrete and steel are in the way.

The Energy Department has been working on the technology for years, and already licenses it in a less advanced form for a more limited job: A Virginia company is using it in a device that screens shipping containers for smuggled uranium or plutonium that could be used in a nuclear bomb. The lab’s new version will be much more ambitious and will focus on mapping rather than just detection.

The technique takes advantage of the fact that everything on earth is constantly being bombarded by muons, subatomic particles that are somewhat like electrons, though about 200 times as heavy. Muons are shaken loose from molecules in the atmosphere by cosmic radiation. Traveling near the speed of light, they rain down on the earth and can penetrate hundreds of feet into it.

But occasionally, one of the muons will happen to hit an atomic nucleus, and when it does, it will change direction in a way that gives a clue about the shape of the target and the target’s density. The technique of detecting those scattered particles and inferring what it was that they bounced off is called muon tomography.

“There is a similarity to X-ray, but the details of the physics are different,” Dr. McBranch said.

Decision Sciences International, a Virginia company, says it can use muon tomography to screen a 40-foot shipping container in 45 seconds and sense whether there is uranium or plutonium in it, though not in great detail. As altered by the Los Alamos scientists for use at Fukushima, the process requires a much longer exposure — it could take weeks. But the result will be a three-dimensional image; concrete, steel and water will all be distinguishable from uranium, plutonium and other very heavy materials.

“You don’t need a quick image, you just need a good image, and you have plenty of time,” said Stanton D. Sloane, the chief executive of Decision Sciences. Testing will begin later this year, officials say, and final images will be produced next year.

“I would expect to be able to distinguish fairly readily between what would be described as random results from the meltdown, versus engineered structural components,” Mr. Sloane said.

The Department of Energy, which runs the Los Alamos lab, does not yet have a formal agreement with Decision Sciences to produce the necessary hardware, but the company is likely to do so.

Mr. Sloane would not say how much the equipment would cost, but the project is small by nuclear standards. Toshiba will reimburse Los Alamos for its costs, which officials said would come to less than half a million dollars. Los Alamos has spent about $4 million developing the technology. Decision Sciences spent additional money to commercialize it, but has not said how much.

The Los Alamos contribution to the Fukushima project is mostly software. The accompanying apparatus, which has already been tried out on a small, intact reactor, consists of two billboard-size detectors, set up on opposite sides of the building. Each detector is like an array of pipes in a church organ, with each pipe filled with inert gases, including argon, that give an indication when a muon hits. The detectors keep track of which pipes were hit on the way in and on the way out, and at what angle. (It is not possible to “tag” a muon, but by timing the detections, the engineers can tell that they spotted the same muon coming and going.)

The detectors do not have to go inside the reactor building. In fact, they would work less well inside, because gamma radiation coming off the melted fuel would make it harder to spot the muons. Instead, the detectors will be set up a few feet away from the reactor buildings’ outer walls, and will be shielded with four inches of steel, which will stop the gamma rays but makes no difference to the muons.

At sea level, about 10,000 muons will pass through each square meter of the detectors every minute. Only a few of them will be deflected and yield useful data, so the detectors will need to run for weeks to gather enough for a clear picture.

Muon tomography is not completely new; it was used in the 1960s to peer inside the Great Pyramid at Giza. But the current version produces images of much higher resolution, according to Dr. McBranch.

Japan is increasingly turning to other countries for the technology needed to clean up Fukushima. This month, Tepco, the utility that operated the power plant, announced a deal with Kurion, a waste-handling company based in Irvine, Calif., for a mobile system to scrub radioactive strontium from 340,000 tons of contaminated water at the site.

Lake H. Barrett, an engineer who is not directly involved in the muon project, said the technique was certainly worth trying. Mr. Barrett was the director of the Nuclear Regulatory Commission office on site at the cleanup of the Three Mile Island nuclear plant near Harrisburg, Pa.; he is now an adviser to the president of Tepco.

Referring to the technology’s use in detecting smuggled weapons fuel, he said, “It’s nice to see the synergy of nonproliferation technologies, on which we in the U.S. have spent hundreds of millions of dollars, applied to another area.”

“How effective it is, we’ll have to wait and see,” he continued. “But we’re all optimistic.” ”
