” Waiting for the Future in Fukushima

As the sixth anniversary of the Fukushima nuclear disaster approaches, the area around the hulking corpse of the Fukushima Daiichi Nuclear Power Plant continues to exude a horrible fascination. Arkadiusz Podniesinski is one of thousands of photographers and journalists drawn there since the crisis began in March 2011. In 2015 his first photo report from the area attracted millions of views around the world.

Podniesinski brought to Japan his experience of chronicling the aftermath of the world’s worst nuclear accident in Chernobyl, which he first visited in 2008. It was, he noted, people, not technology that was responsible for both disasters. Japanese politicians, he adds, are offended by comparisons with Chernobyl. Still, rarely for a foreign report on Fukushima, his work was picked up by Japanese television (on the liberal channel TBS), suggesting there is a hunger for this comparative perspective.

Podniesinski’s first trip strengthened his belief in the “catastrophic consequences of nuclear disasters.” Apart from the suffering caused by the disruption of so many lives (160,000 people remain homeless or displaced), there is the struggle to return contaminated cities and towns to a state where people can live in them again. Billions of dollars have already been spent on this cleanup and much more is to come: The latest rehabilitation plan by plant operator Tokyo Electric Power Co. puts the total bill for compensation alone at 7.08 trillion yen, or nearly $60 billion.

Thirty years after Chernobyl’s reactor exploded, Ukrainians have long come to terms with the tragedy that befell them, he writes. The dead and injured have been forgotten. A 2-billion-Euro sarcophagus covering the damaged reactor is nearly complete. The media returns to the story only on major anniversaries. What, he wonders, will become of Fukushima? Last year, Naraha became the first town in Fukushima Prefecture to completely lift an evacuation order imposed after the triple meltdown. But despite rebuilding much of the town’s infrastructure and spending millions of dollars to reduce radiation, the local authorities have persuaded only a small number of people to permanently return there.

Radiation is only part of the problem, of course. “The evacuees worry about the lack of schools, hospitals and shops,” says Podniesinski. “About the public infrastructure, which has not been sufficiently rebuilt. It must be adapted to the needs of older people, who, after the departure of so many young people from the zone, will now be the majority. However, the evacuees are most afraid of loneliness, as few of their family members, friends and neighbors have decided to return.”

The sense of life suspended, of waiting for the future to arrive, resonates in Tomioka, once home to nearly 16,000 people, now a ghost town. Podniesinski arrives just as its famous cheery blossoms bloom, but there is nobody to see them. The irony of fate, he writes, means that this Japanese symbol of new, nascent life blooms in contaminated and lifeless streets. “Will the city and its residents be reborn? Undoubtedly, the last word shall belong to them alone.” DM “

” Fukushima: A Second Chernobyl?

Exactly a year has passed since my first visit to Fukushima. A visit which strengthened my belief of how catastrophic the consequences of nuclear disasters can be. A visit that also highlighted how great the human and financial efforts to return contaminated and destroyed cities to a state suitable for re-habitation can be.

The report on the Fukushima zone through the eyes of a person who knows and regularly visits Chernobyl received a great deal of interest in the international community. Viewed several million times and soon picked up by traditional media around the world, it became for a moment the most important topic on Fukushima. I was most pleased, however, by the news that the coverage also reached Japan, where it not only caused quite a stir (more on that another time) but also made me realize just how minuscule Japanese knowledge about the current situation in Fukushima is.

As a result, over the last year I started to go to Fukushima more often than to Chernobyl. This is hardly surprising for another reason. 30 years have passed since the Chernobyl disaster, so the majority of Ukrainians have long since come to terms with the tragedy. The dead and injured have been forgotten. The same is true for media interest, which is only revived on the occasion of the round, 30th anniversary of the disaster. In addition, after nearly 10 years and 2 billion euros, work on the new sarcophagus is finally coming to an end, and soon a storage site for radioactive waste and a 227-ha radiological biosphere reserve will be established.

Will the decommissioning of the power plant in Fukushima also take 30 years and end with the construction of a sarcophagus? Will the contaminated and deserted towns located around the destroyed Fukushima Daiichi power plant be called ghost towns and resemble Chernobyl’s Pripyat? Finally, will Fukushima become a popular place for dark tourism like Chernobyl and be visited by thousands of tourists every year?

I Never Want to Return Alone

The Japanese, particularly politicians and officials, do not like and are even offended by comparisons between Fukushima and Chernobyl. It is, however, difficult not to do so when analogies are visible everywhere. While the fact that the direct causes of the disasters are different, the result is almost identical. A tragedy for the hundreds of thousands of evacuated residents, hundreds of thousands of hectares of land contaminated, and decades of time and billions of dollars devoted to eliminating the results of the disaster. And the first cases of thyroid cancer.

The situation in Fukushima resembles a fight against time or a test of strength. The government has devoted billions of dollars to decontaminating the area and restoring residents to their homes. They must hurry before the residents completely lose hope or the desire to return. Before the houses collapse or people are too old to return to. In addition, the authorities soon intend to stop the compensation paid to residents, which according to many of them will be an even more effective “encouragement” for them to return. Deprived of financial support, many residents will have no other choice but to return. Many young families are not waiting for any government assistance. They decided long ago to leave in search of a new life free of radioactive isotopes. They will surely never return.

But radiation is not the only problem that the authorities must worry about. The evacuated residents worry about the lack of schools, hospitals and shops. About the public infrastructure, which has not been sufficiently rebuilt. It must be adapted to the needs of older people, who, after the departure of so many young people from the zone, will now be the majority. However, the evacuees are most afraid of loneliness, as few of their family members, friends and neighbours have decided to return.

Can the authorities manage to convince the residents to return? Has critical mass been exceeded, after which evacuees will learn from others and return? The authorities are doing everything they can to convince residents that the sites are safe for people. They open towns, roads and railway stations one after another. Unfortunately, despite this, residents still do not want to return. A recent survey confirms that there is a huge gap between the government’s current policies and the will of the affected residents. Only 17.8% want to return, 31.5% are unsure and 48% never intend to return.

It Became Chernobyl Here

During my first visit to Fukushima, I met Naoto Matsumura, who defied official bans and returned to the closed zone to take care of the animals abandoned there by farmers fleeing radiation. Matsumura has taken in hundreds of animals, saving them from inevitable death by starvation or at the hands of the merciless officials forcing farmers to agree to kill them. Thanks to his courage and sacrifice, Matsumura soon became known as the Guardian of Fukushima’s Animals.

Matsumura was not able to help all of the animals, however. According to the farmer, a third of them died of thirst, unable to break free of the metal beams in barns, wooden fences or ordinary kennels. Matsumura took me to one such place.

Not all appreciate Matsumura’s sacrifice and courage. Many people believe that helping these animals, which sooner or later would have ended up on a plate, is not worth the risk the farmer is exposing himself to. Matsumura always has the same answer for them – there is a fundamental difference between killing animals for food and killing animals who are no longer needed due to radiation.

Cow Terrorist

I also returned to Masami Yoshizawa, who like Naoto Matsumura decided to illegally return to the closed zone to take care of the abandoned animals. Shortly after the disaster, some of the farmer’s cows began to develop mysterious white spots on their skin. According to Yoshizawa, they are the result of radioactive contamination and the consumption of radioactive feed.

Yoshizawa’s farm is located 14 km from the destroyed power plant. From this distance, the buildings of the plant are not visible, but its chimneys can be seen. And, as Yoshizawa says – one could also see [and hear] explosions in the power plant as well as radioactive clouds that soon pass over his farm. Consequently, nearly half of the nearly 20,000 inhabitants of the town of Namie were evacuated to Tsushima, located high in the nearby mountains. But soon people began to flee from there when it turned out that the wind blowing in that direction contaminated the area even more. As a result of the radioactive contamination in Fukushima, a new generation known as the hibakusha has arisen. Up to now, this name was only given to people who were victims of the atomic bombings of Hiroshima and Nagasaki. Now this concept has also been applied to victims of the Fukushima nuclear disaster. As Yoshizawa says – of the 120 surveyed hibakusha, he ranks third in Namie in terms of the amount of radiation doses received.

Defying the completely ignorant authorities, Yoshizawa quickly became a professional activist and his cows got a new mission – they became protestors. And, soon after, he brought one of them in front of the Ministry of Agriculture’s building, demanding that research be undertaken to explain why white spots have appeared on the animals’ skins after the disaster. Yoshizawa says, “I protested [by] bringing a bit of Fukushima to Tokyo. May the cows and I become living proof of the disaster, and the farm a chronicle telling the story of the Fukushima disaster.”

When protesting against the construction and re-starting of subsequent nuclear power plants, Yoshizawa does not bring his cows along anymore. Instead, he has a car festooned with banners that pulls behind it a small trailer with a metal model of a cow. “I have a strong voice and can scream louder than die-hard right wingers!” explains Yoshizawa. “I’m a cowboy, a cow terrorist, a kamikaze!” he adds in a loud voice, presenting an example of his capabilities. “We are not advocating violence, we don’t kill people, we are not aggressive. We are political terrorists,” he concludes calmly. And after a moment, he invites us to a real protest. The occasion of the planned opening of the railway station is to be attended by Prime Minister Sinzo Abe himself.

The protest goes peacefully indeed. Yoshizawa first drives round the city to which the Prime Minister is soon to arrive. Driving his car, he shouts into the microphone, “When a fire broke out in the reactors, TEPCO employees fled. The fire was extinguished by the young men of the Japanese Self-Defence Forces. Why were you not able to control the power plant you built?” He continued immediately, “Today the Prime Minister is coming here. Let’s get up and greet Abe. Let’s show Abe not only the beautifully prepared railway station, let him also see the dark side of the city. For 40 years, we supplied electricity to Tokyo. Our region only could support Japan’s economic development. And now we suffer. Tales about the safety of nuclear power plants are a thing of the past,” Yoshizawa concludes. When the moment of the Prime Minister’s arrival approaches and the crowds grow larger, policemen and the Prime Minister’s security detail approach the farmer. They order him to take down his banners and leave the site. Yoshizawa obeys, but carries out their commands without haste. As if deliberately trying to prolong their presence, hoping to have time to meet and “greet” the Prime Minister.

No-go Zones

As always, a major part of my trip to Fukushima is devoted to visits to no-go zones. Obtaining permission to enter and photograph the interior is still difficult and very time-consuming. However, it is nothing compared to the search for owners of the abandoned properties, persuade them to come, show their houses and discuss the tragic past.

Sometimes, however, it’s different. Such as in the case of Tatsuo and Kazue Kogure, who with the help of Japanese television agreed to take me to Tomioka, where they ran a small but popular bar. It was not only a place to eat and drink sake, but also to sing karaoke with the bar’s owners.

Unfortunately the city, and with it the bar, stood in the way of the radioactive cloud and had to be closed. Earlier, I saw many similar bars and restaurants. Overgrown, smelly, full of mould, debris and scattered items. This place, however, is different. It is distinguished by its owners, who despite age and the tragedy they experienced, did not give up and opened a new bar outside the radioactive zone. Mr and Mrs Kogure not only showed me the abandoned bar, but also invited me to their new one.

What is unusual and extremely gratifying is the fact that the couple’s efforts to continue the family business are also supported by regular customers from the previous bar. “It’s thanks to their help that we could start all over again,” Kazue Kogure acknowledges. She immediately adds, “By opening the bar again we also wanted to be an example to other evacuated residents. To show that it’s possible.”

The Scale of the Disaster Shocked Us

I also visit the former fire station located in the closed zone in Tomioka. Due to the nuclear power plant neighbouring the city, the firefighters working here were regularly trained in case of a variety of emergencies. I am accompanied by Naoto Suzuki, a firefighter who served here before the disaster. In the middle of the firehouse, my attention is drawn to a large blackboard. “That’s the task scheduler for March 2011,” the firefighter explains. “On 11 March, the day of the disaster, we had nothing planned, but,” he adds with an ironic smile, “the day before we had a training session on responding to radioactive contamination. We practiced how to save irradiated people and how to use dosimeters and conduct decontamination.”

Unfortunately, the reality shocked even the firefighters, who had to cope with tasks they had never practiced. For example, with cooling the reactors. Even the repeatedly practiced evacuation procedures for the residents were often ineffective and resulted in the opposite of the desired effect. It turned out that the data from SPEEDI (System for Predicting Environmental Emergency Dose Information), whose tasks included forecasting the spread of radioactive substances, was useless and did not reach the local authorities. As a result, many residents were evacuated for more contaminated sites and unnecessarily endangered by the additional dose of radiation.

A committee meeting to provide information in the event of a fire in the nuclear reactors was planned for 14 March.

In the spring of this year, thanks to the help and support of many people, particularly the local authorities, evacuated residents and even a monk, I was also able to see many interesting places mostly located in the closed zones in Tomioka, Okuma, Futaba and Namie. Although five years have passed since the disaster, most of them still remain closed and many valuable objects can still be found there. Due to this, I have decided not to publish information that could aid in locating them.

Hope

Ending my series of travels around Fukushima, I return to Tomioka to see the thing for which the city is most famous and its residents most proud – one of the longest and oldest cherry blossom tunnels in Japan. For the residents of Tomioka, cherry trees have always been something more than just a well-known tourist attraction or the historic symbol of the town. Not only did they admire the aesthetic attributes of the flowers, but they were also part of their lives, organized festivals, meetings and the topic of family conversations.

The natural beauty and powerful symbolism as well as their constant presence in Japanese arts have made cherry trees become an icon of Japanese cultural identity. They signal the arrival of spring, the time for renewal and the emergence of new life. In the spiritual sense, they remind us of how beautiful, yet tragically short and fragile, life is – just like the blooming cherry blossoms that fall from the tree after just a few days.

The nuclear irony of fate meant that this Japanese symbol of new, nascent life today blooms in the contaminated and lifeless streets of Tomioka. Will the city and its residents be reborn, along with the cherry trees blossoming in solitude and silence? Undoubtedly, the last word shall belong to them alone. ”

**Internal exposure concealed: The True state of the Fukushima nuclear power plant accident — Yagasaki Katsuma, The Asia-Pacific Journal

Yagasaki Katsuma’s article (below) is by far the most complete, well-researched and truthful account of radiation exposure to the Japanese as a result of the Fukushima meltdowns that I have read thus far. I highly recommend that you read this entire article. – MP

” Yagasaki Katsuma, emeritus professor of Ryukyu University, has been constantly sounding the alarm about the problem of internal exposure related to nuclear weapons testing and nuclear electricity generation. Since the explosion at the Fukushima Daiichi nuclear power plant (NPP), he has drawn on his expertise to conduct field research, and to support those who evacuated to Okinawa. We asked him to reflect on the five years since the accident at Fukushima Daiichi, and to lay out the issues that lie ahead.

Heading to the blast site 12 days post-explosion

On March 17, 2011, a friend who lived in Fukushima City contacted me. “They’re reporting an onslaught of radioactivity, but we have no idea about any of that”, he said. “We need dosimeters, but there’s no way to get our hands on them.”

I ended up making my way to Fukushima along with several dosimeters for measuring radioactivity. I set up the dosimeters. Fukushima was under a petrol provision restriction, and I could not travel freely. I needed to make arrangements for an “emergency vehicle” to use. I had left Okinawa on March 24, traveled via Osaka by plane to Fukushima Airport, and entered Fukushima City by a bus that went through Kōriyama. The Japan Railways (JR) trains had stopped running. It had been 12 days since the first explosion, which had occurred at reactor No. 1 of the Fukushima Daiichi Nuclear Power Plant (NPP). It snowed the next morning, and I saw that a torrent of radioactivity – 12 microsieverts/hour – was relentlessly falling on the living spaces of Fukushima’s citizens.

From March 25 to 31, I went to eight areas to measure radiation doses in the air, farmland and water: Fukushima City, Iwaki City, Aizu-Wakamatsu City, Kitakata City, Minami-Sōma City, Kōriyama City, Iitate Village, and Kita-Shiobara Village. I engaged in discussions with farmers and other locals about what steps they should take.

At the time, the dose readings from farmland went down by half when just the top layer of weeds and straw litter were removed; digging 3 cm deep reduced the readings by 80%. So I suggested that if people did not plant crops this year, and removed 5 cm of topsoil from their land, they could prevent future batches of crops from radioactive contamination. It was a situation in which both national and local governments were at a loss about what to do; they could not even come up with countermeasures, and were practically without policies. In the end, apart from a few enterprising farmers who followed my recommendations, most farm-owners felt compelled to plant crops, and ended up ploughing the soil to spread radiation up to 20 cm deep.

Of the 2 dosimeters I had brought with me to conduct my survey, I lent one to a farmers’ union for one year, thus doing what I could for them in terms of temporary assistance.

No Measures to Protect Residents

One of the things which stunned me was the absoluteness of the safety myth (anzen shinwa). Even though radioactive dust was falling, no one knew anything about how to protect their bodies. The local governments had not a single dosimeter among them. The evacuation manual for NPP accidents used in Fukushima City’s elementary schools was exactly the same as the evacuation manual for earthquakes.

Furthermore, all attempts to talk about demonstrations of the danger of NPPs were categorically suppressed. Herein lies the root of why no countermeasures were taken to protect residents from radioactivity. No stable iodine tablets were distributed; no SPEEDI (System for Prediction of Environmental Emergency Dose Information) data was announced, and so on.

Before the accident, I had published a book called Concealed Radiation Exposure in 2009 with Shin Nihon Shuppansha, which expounded my view that internal exposure was a hidden kind of exposure more dangerous than external exposure.

The Atomic Bomb Casualty Commission (ABCC) and the Radiation Effects Research Foundation (RERF) have suppressed information about those sacrificed in the atomic bombings. The International Commission for Radiation Protection (ICRP) has concealed the issue of internal exposure in the context of their commitment to the cause of the United States’ nuclear strategy.1 The Fukushima Daiichi NPP accident, through multiple explosions, has scattered between one hundred and several thousand more radioactive materials than the Hiroshima bomb into the environment, resulting in health damage caused by internal exposure. This would ineluctably lead the International Atomic Energy Agency (IAEA) and the ICRP to cover up internal exposure and exposure casualties. In other words, I believed that they would do everything they could to cast off health damage to Fukushima residents, and support the Japanese government’s policies to abandon its own citizens. This is what drove me to rush down to Fukushima.

The Accident on Televised Programmes

For two years in 2011 and 2012, I delivered more than 120 lectures each year, and held interviews with the mass media. The mass media did courageously report on the reality and danger of internal exposure, but a distressing incident occurred in the process. This happened during my appearance, on July 2, 2011, as a guest on NHK Television’s Weekly News Insights.

I had asked them to make a flipboard for me which showed data on how the rate of child cancer deaths in Japan had jumped five years after the atomic bombings of 1945 to three times their original rate (see graph). It was data which clearly demonstrated that these children were the world’s first casualties of internal exposure. The night before the show, I was handed a script and sat in a meeting discussing the show until past 10 PM. However, the next morning, when I headed to NHK, the director told me that due to time constraints, we could not follow the script we had discussed the previous night. On entering the studio, the flipboard which I had expected to be at my feet was nowhere to be seen. When I asked a nearby staff member to please bring it for me, quickly, the reply was that they could not do that. With 30 seconds to go before showtime, I had no choice but to appear on the show bereft of my data.

The following day, when I requested a written explanation of these events, NHK did not oblige me. Faced against my will with such a situation, I feel strongly that I am responsible for not being able to properly deal with it.

The Society for Connecting Lives

My deceased wife, Okimoto Yaemi, established a society called “Connecting Lives – The Society to Connect Okinawa with Disaster Sites” together with Itō Michiko, an evacuee from Fukushima, and others. They demanded that the Tokyo Electric Power Company explain compensation claims to the victims of the disaster, and even made them come to Okinawa to explain this in person to the evacuees here. It was the first time TEPCO had traveled outside of Fukushima Prefecture to hold an information session. In Okinawa, a group of plaintiffs for a lawsuit to “return our livelihoods, return our region” also came together. 3

In the midst of all her work, Okimoto always came to send me off and to pick me up from Naha Airport. Now that she is gone, I have taken up her role as the representative for the “Connecting Lives” society.

After the accident, the melted-down reactor core was too radioactive to be properly disposed of. It is clear as day from this fact alone that nuclear power generation should not be permitted. In these 5 years, there has been a regime brimming with pollution: it is manifest in things like the lack of intelligence and care on the part of the Japanese government, the utilitarianism that places profits and power above human rights, and the political concealment of the worst environmental radiation disaster in history.

It is now 5 years since the Fukushima Daiichi accident, and we are in an abnormal state of affairs in which TEPCO and the national government are forcing people to silently accept their victimization.

Under the Atomic Energy Basic Law, the maximum annual exposure limit for the public is set at 1 millisievert. But people are being forced to accept a revised threshold that is 20 times larger, that of 20 millisieverts per year.

In Fukushima Prefecture, the cessation of compensation payments and the lifting of the evacuation order in highly contaminated regions has forced people to return, at the same time that housing support for the evacuees is also being ended. Of course, there are no measures at all in place to deal with radioactivity outside Fukushima Prefecture.

The Chernobyl NPP accident of 1986 led Ukraine (also Belarus and Russia) to establish laws that protected human rights, which stands in great contrast with the human rights situation surrounding the Fukushima Daiichi NPP accident.4

Claiming Radiation Effects as Psychological

The media reports on the occasion of 3.11’s 5th anniversary contain references to the “fūhyō higai” (damage caused by rumors of radiation) that they claim is hampering the reconstruction process. Why do they not call this as it is, “radioactivity damage”? “Fūhyō higai”is a term that they use in order to replace radiation effects as psychological problems.

Under appointment of the IAEA, Shigematsu Itsuzō (now deceased), the former chairman of RERF (formerly ABCC), carried out a health survey of Chernobyl residents. He remarked in a report he made in 1990 that “there are virtually no diseases that are caused by radiation, but attention must be paid to the psychological stress that is caused by wondering whether or not one has been exposed to radiation”. The theory that “psychological stress causes illness” is a method used to conceal the radiation victimization of the nuclear age.

In Chernobyl, uncontaminated food was distributed to residents of contaminated areas. Respite trips for children are also ensured by the state. And yet, in Fukushima, there is a huge push to “support by consumption” (tabete ouen) and the administration has implemented a policy of “locally-grown and locally-consumed” in providing children’s school lunches. Japan is not attempting to avoid internal exposure as Chernobyl-affected states did; it is doing the exact opposite.

What is at the bottom of this response? Whether it is protecting residents from radiation exposure, or decommissioning of the melted reactor core, or indeed dealing with the contamination of underground water, there are numerous things that need to be addressed even by diverting the budgets of the forthcoming Tokyo Olympics. However, the Japanese government is trying to overcome all these issues with cheaper costs at the expense of people’s suffering. Underlying this is their utilitarianism – an ideology which prioritizes economics over human rights and human lives – as well as their philosophy of abandoning the people.

Following what the government is saying, one is left speechless. “If it’s under 100 becquerels, then sell it [produce]”; “If you don’t sell it you won’t be able to support yourself”; “If you talk about radioactivity you won’t be able to sell [your produce]”; “Don’t talk about radioactivity”. Media reports are controlled by the government, and people can only remain silent.

Providing safe food is the mission of agriculture. Surely there is no more cruel infraction of human rights than to force producers, against their will, to make food that might adversely affect human health by radioactive contamination. There is no solution to this injustice other than to get rid of this system that has been imposed by fiat. Although farmers’ labors have lowered the amount of radioactive contamination in their produce, tragedies will continue as long as they keep the allowable radioactivity in food up to 100 becquerels/kilogram.

Such standard stems from the thinking that economic profits comes before health. Radioactivity even in small amounts can cause harm. International Commission on Radiological Protection has it that carcinogenesis starts with DNA mutation of a single cell. Human susceptibility to radioactivity depends on individuals, and more vulnerable ones, particularly fetuses are affected first. The natural miscarriage rate of the four prefectures including Fukushima since 311 has risen by 13%.5

Consumption of one becquerel of C-137 (with biological half-life of approximately 80 days) every day will result in an internal accumulation of 140 becquerels within about 2 years. If we have to inevitably set any standard for allowable radioactivity in food, we should use the guidelines set forth in the recommendation by German Society for Radiation Protection, which is “no food with a concentration of more than 4 becquerel of the leading radionuclide Cesium-137 per kilogram shall be given to infants, children and adolescents. Grown-ups are recommended to eat no food over 8 becquerel per kilogram of the leading nuclide Cesium-137.”6

Deceitful Dosimetry

The Japanese government’s philosophy of abandoning its people starts with its refusal to trust them, in other words it views them as unintelligent citizens. Fearing that a panic would result, it did not announce SPEEDI data, nor did it distribute solid iodine tablets. It prioritized “emotional stability” over protecting residents from radiation danger. Moreover, it implemented thorough control of information.

It is not simply that residents are seen as ignorant. The government has even actively betrayed their trust. A classic example of such actions by the state is the presentation of data on the radioactive contamination levels in the environment. The government set up monitoring posts (MP) in Fukushima Prefecture and neighboring prefectures and made the readings from them into official data. Along with Yoshida Kunihiro and others from the “Safety and Reassurance Project”, in the autumn of 2011, I checked the dose measurements of the MP. We found clear evidence that the publicly available data of the MP only showed 54% of the actual level of contamination in our readings.

On top of that, there was also a deliberate downplaying in government processing of the numerical data. The level of soil contamination is directly related to the amount of radiation in the air, and an objective measurement of this thus should be obtained from the air dose. However, on the assumption that there is a uniform exposure dose to the whole body, this reading was converted to 60% of its full amount based on the projected dose, an amount called the “effective dose”, a number that divides the exposure dose among the body’s various organs. Furthermore, they made a hypothetical estimate of the time people spent inside and outside their homes, and created a “substantive dose” reading that was another 60% lower. In the background to these machinations lies the will of the international nuclear energy industry.

The health survey being conducted by the Fukushima Prefecture Health Survey Evaluation Committee continues to progress, and the sad news is that it has already located 163 cases of cancer. From a scientific point of view, it is clear that these cases are undeniably caused by radioactivity. I also found, from the ratio of male to female patients, that about 75% of cancers in each sex were induced by radiation. Despite this, the Evaluation Committee continues to assert that there is no proof that these cancers are linked to the NPP accident.

Just as the committee insists that the numerous stark cases of thyroid cancer are not linked to radioactivity, so they will attempt to bury all other adverse health impacts in the sand.

Environmental pollution by radiation in Japan is ongoing, and, following the Fukushima Daiichi NPP accident, it is the worst it has ever been. This is true whether we look at the amount of radioactivity being released via the long-term meltdown of the reactor core, which is spewing uncontrollably, while the government and mass media collaborate in the cover-up. From the standpoints of society, economics and preventative medicine, a terrible state of affairs will result if we do not provide public protection to the people affected by the accidents and clarify the nature and extent of environmental damage.

“Cheaper” Countermeasures

The Japanese government has deemed the amount of radioactivity released from the Fukushima accident as one sixth of that which was released from Chernobyl. However, the subsequent revelations suggest that Fukushima’s radioactivity is actually anywhere from 2 to 4 times as high as Chernobyl’s.7 Compared to the explosion of just one reactor at Chernobyl, which had a 1,000,000 kilowatt capacity, the explosion at Fukushima Daiichi involved 4 reactors with a combined output of 2,810,000 kilowatts.

The post-accident maintenance of nuclear reactors between Fukushima and Chernobyl also differs. Seven months after Chernobyl, a steel and cement sarcophagus was built to cover the reactor, thus stopping the further release of radioactive materials. Japan, even after 5 years, continues to let radioactive substances spew out into the air and water, thus worsening the world’s environment.

Without using the necessary basic procedures, they are simply trying to implement “cheaper” countermeasures. The fact that the stricken reactor cannot be managed alone can demonstrate that nuclear power lacks practicality and there is no choice but to abolish it.

As mentioned before, Japan is not honestly disclosing the degree of contamination and is using various measures to underestimate it. They have not published dose readings for radioactive nuclides such as uranium, plutonium, and strontium-90. The monitoring posts, which are supposed to provide public data of radioactivity, give readings that are only around half of the actual doses.

Pediatric thyroid cancer cases in Fukushima have risen to 163. It has been proven scientifically that these are due to radiation. (Tsuda Toshihide et al. have demonstrated this via statistics8; Takamatsu Isamu has examined the relationship between exposure dose and cancer onset rate9; Matsuzaki Michiyuki10 and Yagasaki Katsuma11have studied the relationship of radiation with the sex-differentiated ratio of cancer).

In response to this research, the Fukushima Prefectural Health Evaluation Committee has continued to insist that there is no clear link between cancer and the NPP accident. They are trying to bury all the injuries to health by this denial of a link between radioactivity and the many recorded cases of thyroid cancer. By expunging the record of health damages caused by radiation, they hope to heighten the false impression that NPPs are “safe”. In Japan, excessive utilitarianism goes unmentioned; companies’ profits and the state’s convenience take priority over human life.

The Systemization of Dispersal

The countries surrounding Chernobyl created a “Chernobyl Law” to protect their residents 5 years after the accident. Under this law, the government designated areas that received more than 0.5 millisieverts of radiation each year as “dangerous”, and areas that received between 1 and 5 millisieverts of radiation each year as “areas with relocation rights”, while areas receiving more than 5 millisieverts each year could not be used as residential or agricultural sites. Health checkups and respite trips for children have been covered in a massive budgetary investment by the state in order to protect its residents.

What about Japan? The legal exposure limit for the public is 1 millisievert per year. As previously mentioned, the government has raised the upper threshold to 20 millisieverts per year in their drive to push Fukushima residents to return. The Chernobyl law forbids residence and agriculture in areas where more than 5 millisieverts (per year) of irradiation is expected; in Japan, approximately 1,000,000 people live in such areas.

Under the Basic Law on Atomic Energy, which governs nuclear reactors and related phenomena, the standard for radioactive waste management (the level considered for safe recycling use) is 100 becquerels per kilogram. Notwithstanding this rule, the special law for measures to handle contamination by radioactive substances permits up to 8000 becquerels per kilogram. Contamination dispersal is thus becoming systematized.

A law to support child victims was established, but no maps of radioactive contamination were made, and the areas specified to receive assistance under this law’s “Basic Policy” are limited to Fukushima Prefecture. With this law they have thus made all areas outside Fukushima Prefecture ineligible to receive radioactivity countermeasures.

When looking at the measurements taken by the Nuclear Regulation Authority of the contamination levels in all prefectures, we see that contamination exists everywhere in the country, Okinawa being no exception.

In particular, eastern Japan shows high levels of contamination. 10 prefectures show contamination of more than 1,000 becquerels of Iodine-131 per square meter of land –Tochigi, Ibaraki, Tokyo, Yamagata, Saitama, Chiba, Gunma, Kanagawa, Nagano, and Shizuoka (Readings for Fukushima and Miyagi were not available for a period of time because the measurement equipment were destroyed by the earthquake and tsunami, but other sources confirm high I-131 dispersion in Fukushima). 11 prefectures show more than 1,000 becquerels of Cesium-137, and Cesium-134 – Fukushima, Tochigi, Ibaraki, Tokyo, Yamagata, Saitama, Chiba, Gunma, Kanagawa, Iwate, and Nagano.

These readings are taken from a fixed point, which means that if a radioactive plume does not pass over these points, it will not be measured, and is liable to produce an under-estimation gap by 1 to 2 digits.

Although the Ministry of Education has implemented airborne monitoring, cities with a density of buildings higher than 3 stories present obstacles to this technology, making it unable to record their levels of contamination. Severe contamination is concealed in the Tokyo metropolitan area and other places in the region.

Legal Protection of Citizens

The above facts demonstrate an intentional ignoring of the serious level of radiation pollution. Japanese citizens should recognize radioactivity pollution as a de facto state of affairs.

In order to protect Japanese citizens from radioactivity pollution, the government and administration should take responsibility for protecting victims via a swift application of the regulations exactly as they are laid out under the Basic Law on Atomic Energy. Here we raise some suggestions for administrative policies to enact not only towards evacuees, but all residents. 1. The state should recognize and guarantee citizens’ right to evacuate and relocate. It should also bear responsibility in enacting measures to protect vulnerable victims, especially children.

  1. Health damages that emerge from NPP accidents should be studied on a nation-wide scale, and a study of the conditions of evacuees should be quickly implemented.
  2. Those most vulnerable to radiation should be protected by measures based on a sincere commitment to preventive medicine.
  3. With regard to the numerous early-onset cases of child thyroid cancer that have far exceed such early cases caused by Chernobyl, medical care and compensation should be provided; children and all residents should be protected. Thyroid screening should also be carried out for the entire country.
  4. Measures to prevent the entrance and exit of radioactive substances in all regions should be enacted.
  5. TEPCO’s social responsibility as a victimizer corporation in radioactivity pollution should be clarified.

” Our final report on the fifth anniversary of the Japanese tsunami finds an unlikely support group of bikers helping the bereaved.

A few hours after the tsunami wave tore through the town of Natori, Morimasa Takezawa started searching for his son. Five years later, he is still on the beach, still looking.

“We started beachcombing all up and down the shore,” he says. “Then the rivers. Then we realised the gutters along the roads hadn’t been searched. Now we’ve moved on to sonar, and we are back on the coast.”

Back in 2011, when the victims’ bodies were recovered, they were lined up in coffins with little windows in the lids, so the bereaved could walk along the line to see if they recognised their mothers, their fathers, or their children. “I was looking through the windows, and I was very scared I would see my son,” said Mr Takezawa.

What happened was even worse than that. What happened was nothing. Masato Takezawa, aged eight months, is one of 2,563 tsunami victims, about a seventh of the total, who have simply vanished. No trace of him, or any of the others, has ever been found. Doggedly, sometimes obsessively, sometimes in conflict with that side of Japan that wants to rebuild and forget, dozens spend their days sifting the mud, water and sand for something to bury of the person they lost.

It is, foremost, about finding them. Of that, there is just enough hope to keep people going. Even after so long, the ever-shifting shoreline and ever-turning tides still give up a few human bones, broken into small pieces by the sea but still sometimes identifiable by DNA. Last year, the total of the missing fell by 60.

But, because most will not be found, it’s also about remembering them. And for some, too, it’s a fight against isolation, and a kind of protest against their treatment. “I needed to talk to other parents who lost their children,” said Mr Takezawa. “I went to the council, and they told me it was private information.”

Japan has less of a tradition of self-help groups than Britain. With the aid of the web, many relatives of the missing, often through the search initiatives, are building such structures for the first time. “We eventually connected with other parents online. If we had not had that, I don’t think we would be here,” said Mr Takezwa.

“There’s a lot of support for children who lost their parents, but not the other way round. I feel very disappointed – we really miss that co-operation from the authorities.”

As well as the bereaved themselves, who often find searching too painful, a network of groups has grown up to help with the task – many of them, too, slightly at odds with Japan’s orderly society. For weeks after the tsunami, and every month since, “Support the Underground,” a group of bikers, ex-offenders and rock musicians, has driven up from Tokyo to the town of Kesennuma, where dozens are still missing, to help the victims and search the beaches.

“The authorities don’t like it when the public get involved,” says their leader, Tomohiro Narita. “In Japan, it’s considered better to control the citizens and not let them make their own decisions.”

At the beginning, he admits, the locals “thought we’d come to burgle them because of the way we looked,” but they’ve since built up a welcome, with the town giving them sleeping-bag space in a local community hall.

Mr Narita was a member of Japan’s feared bosozoku biker gangs, roughly translated as “violently speeding tribes,” and lived what he discreetly describes as a “day-to-day existence.” “Our group are people who don’t usually benefit society. I’m 49 now, and until I did this I’d never had anybody outside my immediate family say thank you to me,” he says.

Last Sunday, beneath a shattered and still unrepaired railway viaduct, 20 members of Support the Underground, in boots, body art and the occasional item of leather, combed Koizumi beach for human remains. “The bones are often just lying on the surface,” said Osamu Fukuda, a tattoo artist bearing heavy evidence of his profession. “Anything from three to six inches long. If they’re white, you know they’re recent, not from a grave.”

“We give it to the police and they do the DNA test,” says Mr Narita. “Mostly it’s animals, but 20 to 30 per cent of the time it’s human from the tsunami, and some of the bones have been linked through DNA to people.”

In the absence of bones, some victims find comfort in “discovered objects fairs,” where personal effects recovered from the sea are put on show. Being plastic and metal, they last longer in the water. At a community hall in Natori, they are laid out on trestle tables for people to look through: photo albums, mobile phones, a rusty “Hello Kitty” pencil case, a little ballet slipper, 15 watches, 31 rings, the name badge of a train driver called Endo.

Not all will belong to tsunami victims, but in this town alone more than 50 things have been reclaimed by the bereaved or those who lost their homes.”

“My house was near the fishmarket and I lost absolutely everything,” says Wakako Imai, one of the people looking through the items. “I haven’t found a single thing, but I keep coming here in the hope that there will be something of mine. Even after five years, it doesn’t get any easier.”

In a country where Shinto religion holds that a person’s spirit can live in possessions, recognising an object can be of profound importance. “People have been searching all these years and then they finally find something,” said Takumi Goukon, the event’s organiser. “We just stand back.

For Morimasa Takezawa, there is as yet no such happy ending. “Some people have criticised me,” he says. “They want me to move on so they can get on with their lives. There are people who feel that what I do gets in the way of rebuilding the town. But if I stop, it means I’ve given up on my son.”

On Forgetting Fukushima — Robert Jacobs, The Asia-Pacific Journal

” This month the media and social networks are busy remembering Fukushima on the fifth anniversary of the earthquake, tsunami and nuclear meltdown, but what we are really observing is the beginning of the work of forgetting Fukushima. Fukushima is taking its place alongside the many forgotten nuclear disasters of the last 70 years. Like Mayak and Santa Susana, soon all that will be left of the Fukushima nuclear disaster are the radionuclides that will cycle through the ecosystem for millennia. In that sense we are internalizing Fukushima into our body unconsciousness.

Forgetting begins with lies. In Fukushima the lies began with TEPCO (the owner of the power plants) denying that there were any meltdowns when they knew there were three. They knew they had at least one full meltdown by the end of the first day, less than 12 hours after the site was struck by a powerful earthquake knocking out the electrical power. TEPCO continued to tell this lie for three months, even after hundreds of thousands of people had been forced to or voluntarily evacuated. Just last week TEPCO admitted that it was aware of the meltdowns much earlier, or to put it bluntly, it continued to hide the fact that it had been lying for five years (I’ve written about the dynamic behind this here).

The government of Japan had such weak regulation of the nuclear industry that it was completely reliant on TEPCO for all information about the state of the plants and the risks to the public. It was reduced to being an echo chamber for the denials coming from a company that was lying. The people living near the plants, and downwind as the plumes from explosions in three plants carried radionuclides high into the air and deposited large amounts of radiation far beyond the evacuation zones, had to make life and death decisions as they were being lied to and manipulated.

Lying about nuclear issues is not unique to Japan or Fukushima. It began with the first use of nuclear weapons against human beings, in Hiroshima and Nagasaki. When announcing the first attack President Harry Truman referred to Hiroshima as a “military base,” and said it was chosen specifically to avoid civilian casualties. Hiroshima was a naval base (in a country whose navy was already destroyed), but the truth is that the city was chosen to demonstrate vividly the power of the super weapon and the bomb was aimed at the city center, the area most densely populated with civilians. After the war the US claimed that these attacks, in which over 100,000 people were killed instantly, actually saved lives.

The most powerful legacy of Chernobyl, besides its long-lived radiation, is the widespread use of the word “radiophobia” by nuclear industry apologists to describe the public response to large releases of radiation: fear. Look for this word and sentiment in the many articles being published this month about Fukushima. When you see it, or read the claim that more people were harmed at Fukushima by their own irrational fears than by radiation, you are seeing the work of forgetting turn its cruel wheels. Behind those wheels are the shattered lives and emotional wellbeing of hundreds of thousands of people whose communities were destroyed, and whose families were ripped apart by the Fukushima disaster. People whose anxieties will rise every time they or their children run a high fever, or suffer a nosebleed or test positively for cancer. People whose suffering-at no fault of their own-is becoming invisible. Soon when we talk about Fukushima we will reduce the human impact to a quibbling over numbers: how many cases of thyroid cancer, how many confirmed illnesses. Lost-hidden-forgotten will be the hundreds of thousands of people forced to flee their homes, in many cases permanently, and try to rebuild their shattered lives. Public relations professionals and industry scientists will say that these people did this to themselves (see here, and here). And the curtain will draw ever downward as we forget them.

This is the tradition of nuclear forgetting.

The production sites of the Manhattan Project are being transformed into Disney theme parks of American exceptionalism; their local legacies of cancer and contamination becoming footnotes without citation sources lost amidst the museum exhibits and commemorations hailing the greatness of American science and engineering. The actual goal, and accomplishment, of destroying two cities and the hundreds of thousands of people living in them, barely receives brief mention at the end of the celebration: confirmation of the successful application of American power and justice that the victims brought upon themselves. In America we honor the memory of the architects of this mass murder, and we forget the victims.

Some of the difficulty in remembering those affected by nuclear disasters is systemic, and some is strategic. Radiation is difficult to understand. Exposure to radiation embodies what Rob Nixon describes as slow violence, “formless threats whose fatal repercussions are dispersed across space and time.”1 The slow impact of the catastrophe of nuclear disaster dislocates it from the disaster itself. The news cameras of the world were focused on the Fukushima Daiichi plants while they were exploding, but as the fallout of those plumes settled to earth, other catastrophic events drew our collective gaze elsewhere. Most health effects from exposure to radiation unfold over years and blend into the low moan of tragedies that afflict people in their personal lives, uncoupling from the events that caused them by our perception of the passage of time.

This dynamic has been useful to those promoting nuclear power, and discounting the health impacts of exposures to radiation since the advent of nuclear technologies (see here). Many of the cancers that progress out of these exposures result from the internalizing of radiological elements and then surface as ingestion cancers, such as thyroid cancer whose causation cannot be directly demonstrated on a case-by-case basis. When numbers spike, as in the case of thyroid cancers, some scientists claim that this is merely the result of more intensive screening. This manipulation of ambiguity is the bread and butter of the denial of the health effects of widely distributed radioactive particles, such as the situation facing people living downwind from the Fukushima plants. In addition to thyroid cancer, ingestion cancers that are caused by internalized particles tend to appear as lung cancer, bowel cancer, stomach cancer, throat cancer and cancers of other parts of the body that process what we swallow and inhale. These cancers are common and have multiple origins, allowing nuclear apologists to obfuscate the role that radiation may have played. This is strategic forgetting.

We have to do more than remember Fukushima, we have to learn how to remember Fukushima. To do this we must learn to see the impacts of radiation exposures before they become vaguely visible as cancers nestled in health population statistics (for example at Chernobyl and Hanford). Already higher than normal rates of thyroid cancer have been detected in children living in the plumes of the Fukushima explosions. But before we are reduced to arguing about numbers of attributable cancers (as at Chernobyl), we need to learn to see the larger and subtler manifestations of radiation disasters in the human community. Meanwhile, the psychological and emotional legacies of radiation exposures can be as devastating as some of the physiological impacts. Multi-generational families that are split into separate “temporary” accommodations, children that are taught they must avoid contact with nature, marriages dissolved by the conflicting financial requirements for one parent to keep a job while another takes the children away from radiological hazards, and lifelong anxiety over each illness because of uncertainty over one’s exposure all disrupt families, communities and individuals.

Hundreds of thousands of lives have been disrupted by the Fukushima disaster, leaving people who must pick up the pieces and carry on by themselves.

There is good reason to fixate on the clusterf*#k that is the remediation of the Fukushima site, and to track the ceaseless entry of radionuclides into the ocean that will continue for decades, the still lethal melted nuclear cores of the plants will need to be removed and contained (a process that will take numerous decades) and the flow of radiation into the sea will continue to effect the local ecosystem and the food chain in the Pacific Ocean. However, we should not allow our gaze to remain fixed on the nuclear plants, we must learn to see the deep wounds to society that are left to heal in darkness. We must learn to bring the whole of the population and ecosystem that suffer from radiological disasters into the light of our awareness and concerns. We must grieve for all that has been lost and we must hold government and the TEPCO Corporation responsible for assisting those whose lives have been shattered. We can demand corporate and governmental compensation and medical monitoring for those whose health and wellbeing have been compromised, for those displaced from their homes by radiation, and for those who have lost their livelihood because of the contamination and loss of public faith in the food they grow or fish they catch. We can remember all of those who have been affected. And we can learn how to understand the long, slow violence that follows behind the compelling first week of the nuclear disasters yet to come. ”
