Here is an optimistic article by IEEE Spectrum that explains the method behind Tokyo Electric’s second go at its frozen soil barrier that is anticipated to divert groundwater from the Fukushima plant, thereby preventing it from becoming contaminated before spilling into the Pacific Ocean.
